Minutes Council meeting 14th February 2018

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 14th February 2018 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. D Bastiman, S Foote, R Holliday, K Martin, R Pickersgill, PC Snow, RI Thompson

ALSO IN ATTENDANCE: 1 member of public, Mrs J Marley (Clerk).

ABSENT:      Cllrs. E Black, G Edmunds, TW Miller, D Sutton, D Wiles, County Cllr. A Backhouse, Borough Cllrs. V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

19/18              DECLARATIONS OF INTEREST – None.

20/18              MINUTES

20/18.1           Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 10th January 2018 2016 be approved as a correct record and signed by the Chairman.

20/18.2           Having been previously circulated, it was RESOLVED the minutes of the Review & Staffing Committee held on 23rd January 2018 be received and signed by the Chairman as a correct record.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

21/18              PUBLIC OPEN FORUM

21/18.1           No matters the public present wished to raise.

22/18              MATTERS RAISED IN PUBLIC OPEN FORUM – None.

23/18              POLICE REPORT Written reports for Newby and Scalby received & noted.

24/18              EXTERNAL REPORTS

24/18.1           County Council:- County Cllr. D Bastiman was asked about the poor road surface on Stepney Drive – he explained the County Councillor for that area was aware of the problem.

24/18.2           Borough Council:-  Borough Cllr. D Bastiman reported over 45,000 tickets had already been sold for this year’s concerts at the Open Air Theatre and two more acts were due to be announced this week.

24/18.3           In Bloom:- No report to receive.

25/18              COUNCILLOR’S REPORTS & UPDATES

25/18.1           Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

25/18.2           Various highway problems submitted – Clerk to pursue as appropriate. Question asked about possible cessation of number 15 bus service – Clerk explained no formal notification had been received and eight weeks notice had to be given about any changes.

26/18              CORRESPONDENCE

26/18.1           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] A “Thank You” card from Wreyfield Rainbows [Minute 8/18.1 refers] was received. 2] An email from a Scalby resident regarding problems on North Street caused by all the building work and changes in the characteristics of the community of Scalby due to the increasing number of holiday properties in the village was noted.

27/18              FINANCIAL MATTERS

27/18.1           Resolved the Schedule of Accounts payable for February 2018 (Schedule 11) in the sum of £3,671-19 [tabled at meeting] be approved.

27/18.2           Twinning – civic reception for 2018 visit from Pornic [Minute 12/18.3 refers]Agreed – to fund up to £375 for cost of drinks reception at Hackness Grange. Also agreed to put an item on July agenda to enable the Parish Council to review its future support of and involvement with twinning.

27/18.3           Replacement of signage at Foulsyke Pond and Council office – received Clerk’s verbal report & agreed to replace signs (artwork £250, office £257, pond £9 each, installation extra);

27/18.4           Christmas lights, Scalby and Newlands – received Responsible Financial Officer’s report [circulated with agenda] agreed to accept recommendation;

27/18.5           Internal Auditor’s Report for October-December 2017 [circulated with agenda] received & noted.

28/18             TREES ON PARISH COUNCIL LAND

28/18.1           Noted for risk management purposes a survey of trees on Parish Council land had recently been carried out – only 1 tree required work and the Clerk had instructed a suitably qualified and insured contractor to proceed at a cost not exceeding £50.

32/18.2           NYMNP Coastal Area Parish Forum – no report, next meeting 24/4/18 (Cllr. Thompson).

32/18.3           Yorkshire Local Councils’ Association – no report, next meeting 22/2/18 (Cllr. Towse).

32/18.4           Twinning Association – Cllr. Thompson reported the AGM on 18/1/18 had re-elected the committee. Next meeting was 21/2/18.

32/18.5           Yorkshire Coast & Moors County Area Committee – no report, next meeting  21/3/18 (Cllr. Thompson).

32/18.6           Cllr. Towse reported that on behalf of the Parish Council he had attended yesterday’s ceremony to induct & licence Rev. Lynn Hellmuth as Vicar of St Laurence Scalby, St Luke Scarborough, St Peter Hackness and St Hilda Ravenscar.

33/18              CIRCULATION – None.
