MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 13th June 2012 at 7pm

 

PRESENT:  Councillor TW Miller (Chairman), Councillors W Black, S Foote, S Gething, Mrs G Kendall, R Pickersgill, Mrs C Snow, R Thompson, BF Watson

 ALSO IN ATTENDANCE:  Staveley (In Bloom), Ms H King (York Potash) to 7.26pm; PCSO Newcombe (to 7.26pm), County Cllr.. Backhouse, Mrs J Marley (Clerk), 0 members of public

ABSENT:      County Cllr. Mrs Swiers; Borough Cllrs. Cooper and Jenkinson; Councillors Bastiman, Mrs E Black, A Tyson; R. Kaye (SBC Liaison); P. Afford (Scalby Football).

70/12  APOLOGIES FOR ABSENCE

Received and accepted from Cllrs. Bastiman and Tyson (prior commitments) and Cllr Mrs E Black (poorly); Mr Kaye and Mr Afford (prior commitments).

71/12  DECLARATIONS OF INTEREST

71/12.1           Received  from Cllr. Pickersgill – personal and prejudicial – agenda item 11.2 as the item involved his son; Cllr. Watson – personal & non-prejudicial agenda item 13 as he was a member of the Borough Council’s Planning & Development Committee.

72/12  MINUTES

72/12.1           RESOLVED the minutes of the Council Meeting held on 9th May 2012 be approved as a correct record and signed by the Chairman;

PROCEDURAL MATTER  At 7.06pm, Standing Orders were suspended to allow the Public Open Forum & external reports.

73/12  POLICE REPORT  RESOLVED written report (tabled at meeting) be received. Additional information exchanged on various matters.

74/12  PUBLIC OPEN FORUM

Ms H King of York Potash updated members on developments since her last visit. An Education & Skills Manager had now been appointed in order to help with ensuring the required skills were available within the area. A foundation trust had been set up which would contribute between £3-9million per year for local community projects. The location of the minehead was unlikely to be known before late summer.

75/12  COUNTY COUNCILLOR’S REPORT

NOTED County Cllr. Backhouse’s report 1] the poor priority on the traffic lights at Hospital/Scalby Road junction was being addressed; 2] Area 3 highways (covering this area) was to receive about £350,000 from central government for extra highway works – members agreed with his suggestion that Coldyhill Lane from the zebra crossing to Scalby road should be resurfaced; 3] problems at Scalby library – there were plenty of volunteers but a reluctance among them for anyone to take on the management role; 4] NYCC had now acknowledged the fence at Scalby School playing field was in need of repair & he was doing his best to bring matters to a successful conclusion.

76/12  SBC LIAISON OFFICER’S REPORT  No report to receive.

PROCEDURAL MATTER  At 7.38pm, Standing Orders were resumed.

77/12              MATTERS RAISED IN PUBLIC OPEN FORUM Ms King’s report NOTED. No action necessary.

78/12  COUNCILLOR’S REPORTS ON HIGHWAY & FOOTPATH MATTERS

78/12.1           RECEIVED updates from Clerk (circulated with agenda) on previously reported highway and footpath matters;

78/12.2           NOTED 1] following recent top dressing programme, excess chippings left on road at Red Scar Lane and Cross Lane (DANGEROUS); 2] request for blue recycling bin on community hall car park near glass bins; 3] request for litter bins on Scalby Road between Proudfoots and Lady Ediths. County Cllr. Backhouse’s offer to deal with these matters accepted with thanks. Footpath from Linden Road open space to Gatesgarth Close very overgrown with nettles and weeds RESOLVED  Clerk to pass to relevant authority for action.

79/12  REPORTS FROM OUTSIDE BODIES  The following were RECEIVED:

79/12.1           Allotments Friends Group – No FONSA representative present. Cllr. Black reported the AGM had been inquorate and a Special General Meeting had been held on 9th June although its outcome was unknown.

79/12.2           In Bloom Group – Mr Staveley reported 1] school potatoes planted and doing well; 2] In Bloom Produce Show to be held 29th July in Parish Hall; 3] it was hoped to send out the newsletter via email in order to keep costs down.

79/12.3           Scalby Football Club – No one present.

79/12.4           CAP Group – Next meeting July.

79/12.5           Road Liaison Committee – Next meeting September.

79/12.6           NYMNP Coastal Area Parish Forum – Cllrs. Thompson & Watson reported presentation given on mining & iron work in the park, and matters discussed included update on potash, repair of listed building (school room in Troutsdale) and additional £280,000 now available for LEADER small projects. Cllr. Watson had been re-elected forum chairman.

79/12.7           North Yorkshire & Cleveland Coastal Forum – Next meeting September.

79/12.8           Yorkshire Local Councils’ Association – Next meeting 18th June.

79/12.9           Twinning Association – Cllr. Thompson thanked everyone for their efforts in making the week’s visit very successful. The presentation vase well received.

79/12.10         York and North Yorkshire Playing Fields – Next meeting date unknown.

79/12.11         Yorkshire Coast & Moors Area Committee – Next meeting July.

79/12.12         North York Moors National Park Authority – Cllr. Thompson reported he had been on a couple of site visits and a most informative member’s training day on renewable energy.

79/12.13         CPRE – Cllr. Mrs Kendall reported on an informative meeting of the Coastal Branch, though it was struggling to get officers. Cllr. Miller (who was a member of CPRE County branch in his own right) reported County branch would be holding an Extraordinary General Meeting during July.

80/12  CORRESPONDENCE

80/12.1           RECEIVED Letter dated 22/5/2012 & leaflet from York Potash about seismic survey [circulated with agenda].

80/12.2           RECEIVED questionnaire [circulated with agenda]. from Scarborough Transport Forum about forum’s future. RESOLVED Clerk to collate councillors responses & submit.

FINANCE & GENERAL PURPOSES ISSUES

81/12  FINANCIAL MATTERS

81/12.1           RESOLVED the Schedule of Accounts for June 2012, Schedule 3 be approved & paid.

81/12.2           Pornic twinning RESOLVED 1] bottles of wine and letters of thanks be sent to Mr J. Jowsey (entertainments) and Mr D. Pickersgill (arranging); 2] letter of thanks be sent to Scalby Bowling Club (use of equipment)

82/12  GENERAL PURPOSE MATTERS

82/12.1           Code of conduct RECEIVED Clerk’s report [circulated with agenda] and RESOLVED that with effect from 1st July 2012 the NALC code be adopted in principle subject to further amendment once the Disclosable Pecuniary Interest Regulations have been produced.
