MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th January 2016 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. Mrs E Black, S Gething, TW Miller, R Pickersgill, R Thompson, BF Watson
ALSO IN ATTENDANCE: County Cllr. A Backhouse [left 7.34pm], Borough Cllr. L Backhouse [from 7.36pm], P. Staveley (In Bloom), 14 members of public [13 left at 7.11pm], Mrs J Marley (Clerk).
ABSENT: Cllrs. DJ Bastiman, G Edmunds, S Foote, Mrs R Holliday, Mrs PC Snow, Mrs Wiles, Borough Cllrs. V Inman, A Jenkinson and H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
1/16 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. DJ Bastiman and Mrs Snow (medical reasons), Cllr. G Edmunds (childcare problems) Cllrs. S Foote and Mrs R Holliday (prior commitment), Cllr. Mrs Wiles (work commitment), Borough Cllr. V Inman (prior commitment).
2/16 DECLARATIONS OF INTEREST – None.
3/16 MINUTES
3/16.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 9th December 2015 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER
At 7.05pm, Standing Orders were suspended to allow the Christmas Lights Presentation and Public Open Forum.
4/16 CHRISTMAS LIGHTS COMPETITION
4/16.1 The results of the 2015 Christmas Lights Competition were announced and the prizes presented. These members of the public then left the meeting.
At this point (7.11pm) 13 members of public left the meeting.
5/16 PUBLIC OPEN FORUM
5/16.1 In his capacity as a member of Burniston Parish Council, Cllr. Backhouse reported Burniston PC had concerns that a recently built dwelling at Iansfield Farm on the Coastal Road had not been built in accordance with plans.
5/16.2 Cllr. Thompson asked if entry to future Christmas lights competitions could be altered so that residents had to register their property for judging instead of all properties being entered by default.
PROCEDURAL MATTER – At 7.15pm, Standing Orders were resumed.
6/16 MATTERS RAISED IN PUBLIC OPEN FORUM
6/16.1 Agreed concerns regarding Iansfield Farm be passed to SBC Planning Enforcement for investigation.
6/16.2 Agreed Cllr. Thompson’s request regarding changes to entering future Christmas Light competitions to be considered at February Council meeting.
7/16 POLICE REPORT Resolved crime figures and activity reports (tabled at meeting) be received.
8/16 EXTERNAL REPORTS
8/16.1 County Council:- County Cllr. A Backhouse reported on today’s Coast & Moors Area Committee meeting at which Cllr. Bastiman had raised the problem of people having to walk in the road on North Street due to the flooded pavement. He also invited people to attend the day long presentation on fracking which was to be given to a joint scrutiny committee meeting on 22nd January (10-4 at County Hall).
8/16.2 Borough Council:- No matters to report.
8/16.3 FONSA:- No representative present.
8/16.4 In Bloom:- Mr Staveley reported 255 children had been enrolled into the potato competition. More volunteers for the work of In Bloom were always welcome.
9/16 COUNCILLOR’S REPORTS & UPDATES
9/16.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Highways response regarding their reasons for not re-painting the “No entry” markings at Newlands shops was not acceptable – Clerk to forward relevant emails to County Councillor A Backhouse for action.
9/16.2 Received & noted reports from several councillors in respect of highway matters requiring attention. (Clerk to refer all to Highways).
10/16 CORRESPONDENCE
10/16.1 Minerals & Waste Joint Plan – preferred options consultation [deferred from December meeting]. Agreed in view of passage of time since the document was prepared and closure of Kellingley Colliery, some of the wording of the plan needed amending.
10/16.2 Freedom of Information request regarding the provision of leisure or culture facilities – noted this had been received and responded to on 15/12/2015.
10/16.3 Newby Post Office (Proudfoot’s) – received & noted letter [circulated with agenda] regarding closure between 14/1/16 and 25/1/16 for refurbishment.
10/16.4 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
At this point (7.34pm) Cllr. A Backhouse left the meeting
FINANCE & GENERAL PURPOSES ISSUES
11/16 FINANCIAL MATTERS
11/16.1 Resolved the Schedule of Accounts Payable for January 2016 (Schedule 10) [tabled at meeting] be approved.
Borough Cllr. L. Backhouse arrived during consideration of the next item
11/16.2 Precept for 2016/17 – received & noted the RFO’s report [circulated with agenda]. Recommendations accepted and resolved to precept £38,350.

15/16.2 Roads Liaison Committee – still awaiting outcome of proposal to disband.
15/16.3 NYMNP Coastal Area Parish Forum – next meeting 27/4/2016 (Cllr. Mrs Wiles).
15/16.4 North Yorkshire and Cleveland Coastal Forum – next meeting date unknown (Cllr Thompson).
15/16.5 Yorkshire Local Councils’ Association – next meeting 4/2/16 (Cllr. Towse).
15/16.6 Twinning Association – Cllr. Thompson reported the AGM & dinner was on 17/1/16 and the next committee meeting was 9/2/16. Around 35 people were expected for this year’s twinning visit between 16th and 21st June. (Cllr. Thompson).
15/16.7 Yorkshire Coast & Moors County Area Committee – Cllr. Thompson reported matters discussed had included community safety, parking in Whitby and problems on North Street, Scalby. Next meeting 23/3/16 (Cllr. Thompson).
15/16.8 Any other reports not previously notified.
