MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th February 2019 at 7pm.

Councillor R Towse (Chairman),
Cllrs. D Bastiman, E Black, G Edmunds, R Holliday, K Martin, PC Snow.

6 members of public (4 left at 7.22pm) PC Lyth (left 7.29pm), Mrs J Marley (Clerk).
ABSENT: Cllrs. S Foote, TW Miller, R Pickersgill, D Sutton, R Thompson, D Wiles, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
18/19 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. S Foote, TW Miller and R Pickersgill (unwell), D Wiles (work commitment), D Sutton (family commitment), R Thompson (pantomime rehearsal).
19/19 DECLARATIONS OF INTEREST – Received & accepted from Cllr. Bastiman (non-pecuniary interest in agenda item 13.2 as the landowner had done some work for him) and Cllr. Edmunds (non-pecuniary interest in agenda item 13.2 as he worked with the landowner’s daughter).
20/19 MINUTES
20/19.1 The minutes of the Council Meeting held on 9th January 2019 [circulated with agenda] were approved as a correct record and signed by the Chairman.
20/19.2 The minutes of the Review & Staffing Committee Meeting held on 17th January 2019 [circulated with agenda] were received and signed by the Chairman.
PROCEDURAL MATTER
At 7.05pm, Standing Orders were suspended to allow the Public Open Forum.
21/19 PUBLIC OPEN FORUM The only matters members of public wished to raise related to agenda item 13.2.
PROCEDURAL MATTER – At 7.06pm, Standing Orders were resumed.
22/19 MATTERS RAISED IN PUBLIC OPEN FORUM Members agreed to vary the order of business and consider agenda item 13.2 next..
23/19 PLANNING APPLICATION 19/00109/FL
The Chairman invited members of public to give their comments on the application. The landowner gave a breakdown of the proposed occupancy types and explained that while there would be a public open space on the application site, the developers would be making a financial contribution to a play area which would be built as part of a future development on the playing fields in front of the Technical College. Concerns expressed related to traffic and the increased difficulty there would be accessing Scalby Road, the impact on wildlife, loss of trees and increased potential for flooding in the area. The concerns/potential problems regarding traffic and flooding were held as likely to be further exacerbated by the cumulative impact of any future housing development on the playing fields in front of the Technical College. While not offering any view on the application itself, Cllr. Bastiman clarified that he understood SBC Flood Management Officers considered the culvert capacity was acceptable. Taking all the above into account, Councillors agreed to object to the application on the grounds of unacceptable impact on traffic, flooding and wildlife.
At this point (7.22pm) 4 members of public left the meeting.
• 24/19 POLICE REPORT Written reports for Newby and Scalby [tabled at meeting] were received & noted. PC Lyth explained the increase in violence against the person crime was mainly due to harassment now being included within that category. Further information was exchanged on other matters of concern.
At this point (7.29pm) PC Lyth left the meeting.
25/19 EXTERNAL REPORTS
25/19.1 County Council:- Cllr. Bastiman reported 1] central government had rejected the idea of devolution for the whole of Yorkshire; 2] the location of the proposed pedestrian refuge near the sea cut bridge on Scalby Road may have to be changed due to external influences.
25/19.2 Borough Council:- No report to receive.
25/19.3 In Bloom:- Cllr. Towse reported 6 members of In Bloom had recently resigned (many were bank signatories or officers). A meeting was to be held on 7th March to see if a way forward could be found. In the interim all cheque books etc were held by an officer of SBC. The President of Newby & Scalby In Bloom was present as a member of public and explained that while maintenance of the flower beds could probably continue, there was uncertainty about the plant sale and garden competition. Council agreed to provide temporary funding of up to £250 until such times as a new committee had been set up and bank signatories changed or a replacement group had been set up.
26/19 UPDATES & COUNCILLOR’S REPORTS
26/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
26/19.2 Reports of loose kerbstone on High Street near The Holt and badly running drain on corner of Scalby Beck Road/Scalby Road.
27/19 CORRESPONDENCE
27/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency:- 1] Email from parishioner regarding antisocial behaviour on Station Road was received and noted that Chairman had referred matter to Police with parishioner’s consent. 2] Email from parishioner regarding excessive speed of traffic on Station Road and Scalby Road received and noted Chairman had made a referral to Police for speed checks.
28/19 FINANCIAL MATTERS
28/19.1 Resolved the Schedule of Accounts payable for February 2019 (Schedule 11, £2,267-34) be approved. Cllrs. Edmunds & Towse to do the online authorisations on the Unity Trust accounts within 24 hours. Cheque signed by Cllrs. Bastiman & Edmunds..
28/19.2 Review & Staffing Committee report [circulated with agenda] received and all five recommendations approved.
28/19.3 Internal Auditor’s Report [circulated with agenda] for October-December 2018 received & noted.

32/19.1 CAP Group – various issues raised including speed of traffic on Church Hill (Highways not prepared to take action as there had not been any ‘injury accidents’.. Next meeting 25/4/19 (Cllr. Towse).
32/19.2 NYMNP Coastal Area Parish Forum – Next meeting 11/4/19 (Cllr. Thompson).
32/19.3 Yorkshire Local Councils’ Association – Cllr. Towse reported on an excellent presentation by Road Policing Group about all aspects of their work including accident investigation, camera vans and speeding law. Next meeting 6/6/19.
32/19.4 Twinning Association – Cllr. Towse reported he understood chairman was now Kaet Newton.
32/19.5 Other reports not previously notified – None.
