Minutes Council meeting 13th April 2011

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 13th April 2011 at 7.15pm

 

PRESENT:  Councillors TW Miller (Chairman), Councillors: D Bastiman, S Foote (to 8pm), Mrs G Kendall, R Pickersgill, C Ridley, Mrs P C Snow, R I Thompson (from 8.10pm) and B F Watson

ALSO IN ATTENDANCE:  3 members of public (2 left at 7.15pm); PCSO Michaela Braidley (till 7.25pm), Mr P Staveley, Mrs J Marley (Clerk).

1/11                APOLOGIES FOR ABSENCE
Accepted from Councillor Tyson, Messrs. Afford and Teasdale. Noted Cllr. Thompson would be late.

2/11                DECLARATIONS OF INTEREST
2/11.1             Councillor Bastiman declared a personal and non-prejudicial interest in all planning matters in his capacity as Scarborough Borough Council Cabinet Member for Strategic Planning & Regeneration and took no part in the decisions.

2/11.2             Councillor Mrs Kendall declared a personal and non-prejudicial interest in agenda items 6.1, 14.1 and 14.2 as she was a plotholder.

2/11.3             Councillor C Ridley declared a personal and prejudicial interest in agenda item 11 as he was a member of the Borough Council’s Planning & Development Committee.

2/11.4             Councillor BF Watson declared a personal and non-prejudicial interest in agenda item 11 as he was a member of the Borough Council’s Planning & Development Committee.

PROCEDURAL MATTER
RESOLVED that      (i)         the meeting be suspended at 7:16 pm.

(ii)        A written report from the Police was noted as was Cllr. Bastiman’s complaint about speeding on Scalby Road & the need for checks to be done at times other than 8.30am and 3.30pm; dates of speed checks outside the Parish Hall would be taken to the forthcoming CAP meeting;

(iii)       Comments by a parishioner regarding a planning application at 79 North Street, Scalby were noted.

(iv)       Comments by a parishioner regarding the untidy state of the verge outside The Rosette were noted, as was the report of the action already taken by the Clerk and Mr Staveley.

3/11                REPORTS FROM OUTSIDE BODIES
The following Reports from Council Representatives, where indicated below, were RECEIVED:

3/11.1             Allotments Friends Group – No report;

3/11.2             In Bloom Group – Mr Staveley reported 1] In Bloom judging had now taken place, 2] the 2011 Events Diary was now available; 3] work on the John Ellis memorial garden & the planting on Scalby Road was complete; 4] the Village Trust containers had gone out; 5] tubs could be sponsored for £70 each.

3/11.3             Scalby Football Club – No report.

3/11.4             CAP Group. – No report, next meeting 19th April.

3/11.5             Roads Liaison Committee – No report.

3/11.6             Coastal Area Parish Forum – Cllr. Watson reported there was still money available in the Small Scale Enhancement Grant Scheme.

3/11.7             North Yorkshire and Cleveland Coastal Forum – No report;

3/11.8             Yorkshire Local Councils’ Association – No report;

3/11.9             Twinning Association – Cllr. Ridley reported a party of 30 children & adults from Pornic was soon to visit Scalby Rugby Club Juniors. A party of 31 would be visiting Pornic in June.

3/11.10           York and North Yorkshire Playing Fields – No report;

3/11.11           Yorkshire Coast & Moors County Area Committee – No report;

3/11.12           North York Moors National Park Authority – No report;

4/11                MINUTES
RESOLVED that the minutes of the Council Meeting held on 9th March 2011 be approved as a correct record and signed by the Chairman.

5/11                MATTERS OF REPORT FROM THE MINUTES
[Minute 265/10 refers] Noted Contract of employment for Clerk signed by Chairman and Mrs Marley on 13 April 2011.

6/11                CORRESPONDENCE
6/11.1             RECEIVED a letter dated 11 March 2011 from Smiths Gore advising the rent for the allotments is increasing from £700 pa to £770pa, effective 25 March 2011, and AGREED new rent be accepted.

6/11.2             RECEIVED copies of various emails (précis circulated with agenda) between a parishioner regarding sale of land off Moor Lane, Newby by Scarborough Borough Council.  Noted reports from 1] Cllr. Watson that the land in question had not been bequeathed and 2] Cllr. Bastiman that Scarborough Borough Council had bought the land in April 1948 for the sum of £1,850. RESOLVED no action be taken.

6/11.3              RECEIVED consultation on merging of Graham and Raincliffe Schools (enclosed). Noted parents have already been consulted. RESOLVED to ask for copy of survey results.

6/11.4             RECEIVED memo from Clerk dated 6 April 2011 regarding NYMNP consultation on Design Guide Part 4, the re-use of rural buildings (hard copy held by Clerk). RESOLVED Councillor’s comments to Clerk by 10th May for collation and submission.

6/11.5             RECEIVED memo from Clerk dated 6 April 2011 regarding Parish Council elections (12 nominations for 13 seats) and the need to fill the resultant ordinary vacancy. RESOLVED expressions of interest in the ordinary vacancy to be submitted to Clerk for consideration at the May council meeting.

7/11                QUALITY STATUS
The overall aims of quality status to remain on the agenda pending developments.

8/11                SCALBY VIADUCT
RECEIVED Cllr. Bastiman’s report that works now complete. RESOLVED to be removed from agenda.

FINANCE & GENERAL PURPOSES ISSUES

9/11                FINANCIAL MATTERS
9/11.1             RESOLVED that it be noted that grants have been awarded under the Sports and Recreational Community Chest Awards Scheme in respect of:

  1. Newby & Scalby Primary School Table Tennis Club, new bats, balls, replacement nets (£250).

9/11.2             RECEIVED report showing full breakdown of grants awarded under the now closed Sports and Recreational Community Chest Awards Scheme. Estimated the grants had been of benefit to at least 1,500 people in the parish. Cllr. Bastiman gave personal thanks to Cllr. Miller for his support of the scheme.

9/11.3             RESOLVED that the Schedule of Accounts for April 2011, Schedule 1 be approved and paid

10/11              PARISH COUNCIL NOTICE BOARD [Minute 272/10.1 refers] 10/11.1           NOTED 1] board outside Parish Hall has been re-glazed; 2] boards outside library and parish hall have been painted.
