MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 12th September 2018 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. D Bastiman, E Black, G Edmunds, S Foote, R Holliday, K Martin, R Pickersgill, PC Snow, D Sutton, RI Thompson, D Wiles
ALSO IN ATTENDANCE: PC277 Lyth, PCSO3684 Broadbent, PCSO3777 Andrews [all left 7.10pm], K Newton (In Bloom) [left 7.22pm], D. Gregory (Scalby Sports Association) [left 8.15pm], Mrs J Marley (Clerk).
ABSENT: Cllrs. TW Miller, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
117/18 APOLOGIES FOR ABSENCE Received & accepted from Cllr. TW Miller (family commitment).
118/18 DECLARATIONS OF INTEREST – Received & accepted from Cllrs. Black, Foote, Thompson and Snow (agenda item 13.1, trustee of Community Hall Trust who is the applicant).
119/18 MINUTES
119/18.1 Having been previously circulated, the minutes of the Council Meeting held on 11th July 2018 were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.
120/18 PUBLIC OPEN FORUM A member of public reported that earlier that evening they had been unable to find tonight’s agenda on the website.
PROCEDURAL MATTER – At 7.03pm, Standing Orders were resumed.
121/18 MATTERS RAISED IN PUBLIC OPEN FORUM Clerk confirmed this was possible as a change in website hosting had taken place around 6pm.
122/18 POLICE REPORT Written reports for Newby and Scalby received & noted. Councillors were pleased to meet the new PCSO’s. PC :Lyth reported that they were now doing patrols on cycles as well as in cars – these were proving very fruitful. Cllr. Black asked a question about the recent spate of broken windows in Newby – PC Lyth is to talk to Cllr. Black directly about this. Cllr. Thompson reported the bowling club had been finding broken glass, cigarette ends and rubbish on the green – PC Lyth said the area would be checked on a regular basis.
At this point the Police officers left the meeting.
123/18 EXTERNAL REPORTS
123/18.1 County Council:- Cllr. Bastiman reported the creation of a footway on North Street was programmed to start on 1st October and take about 6 weeks to complete.
123/18.2 Borough Council:- Cllr. Bastiman reported the Open Air Theatre had sold over 92,000 tickets for this year’s shows. Cllr. Snow reported she had received complaints about the cleanliness of the OAT (dirty seats and toilets in a ghastly state) and very high ticket prices. Cllr. Bastiman was to bring the cleanliness issue to the attention of the relevant person at SBC.
123/18.3 In Bloom:- K. Newton reported watering of the flower beds had proved a challenge during the very hot weather of July and August. Two beds were not doing well (Pornic bed in community hall car park and the other on Lady Edith’s Avenue) and In Bloom wanted to move them – they’d come back to Council with details of proposed locations. The Chairman thanked In Bloom for running the Garden Gems Competition which had been very popular and the prize presentation evening had been excellent.
At this point K Newton left the meeting.
124/18 COUNCILLOR’S REPORTS & UPDATES
124/18.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
124/18.2 Various highway items reported by Cllrs Pickersgill and Thompson – Clerk to refer as appropriate. Noted Cllr. Sutton’s report that due to a change in circumstances he had withdrawn his offer to serve as a community governor to Newby Primary School [Minute 108/18.1 refers].
125/18 CORRESPONDENCE
125/18.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
126/18 FINANCIAL MATTERS
126/18.1 Rent review of Council office – Responsible Financial Officer’s report [circulated with agenda] was received and the recommendations therein were accepted.
126/18.2 Pavilion improvements (Carr Lane Playing Field) – Responsible Financial Officer’s report [circulated with agenda] was received. Dan Gregory addressed the meeting. Councillors agreed to the principle of making a loan to Scalby Sports Association (SSA). Following prolonged discussion, various details regarding a loan were agreed namely 1] interest to be charged (nil), 2] guarantors (four, details to be given to Clerk), 3] number & timing of repayments (£500 twice yearly, ideally January and July), 4] early repayment in full (acceptable via a one-off payment), 5] overpayments acceptable, ideally April and October, 6] legal fees (75% to be paid by Council, 25% by SSA), 7] release of funds (when work had started), 8] proof of costs (Council needed sight of written contract between SSA and builder). Subject to Council’s legal advisers confirming these details were acceptable, Council agreed to give a loan in the sum of £10,000 for a term of 10 years. Council happy to provide a letter confirming the principle of the Council’s loan in order to release match-funding of up to £27,500 already promised to SSA. Clerk and Chairman authorised to carry out Council’s instructions and act on its behalf in respect of the loan. Clerk to inform Council’s solicitors of what had been agreed.
126/18.3 Pedestrian refuge (Scalby Road near sea cut bridge) – Responsible Financial Officer’s report [circulated with agenda] was received. Agreed to provide funding up to a maximum of £3,500.
126/18.4 Internal Auditor’s report for April-June [circulated with agenda] – received & noted.
126/18.5 Resolved the Schedules of Accounts payable for August 2018 (Schedule 5, £2,147-96) and September 2018 (Schedule 6, £3,951-76) [both tabled at meeting] be approved. A cheque for £59,500-00 (being a transfer of funds from NatWest to Unity Trust) was also authorised for signature.

130/18.1 CAP Group – next meeting 25/10/18 (Cllr. Towse).
130/18.2 NYMNP Coastal Area Parish Forum – Cllr. Thompson reported the Joint meeting at Danby had been given presentation by the Police Wildlife and Rural Crime officers. Discussion had also taken place on the draft Local Plan. Next meeting 25/10/18 Ravenscar.
130/18.3 Yorkshire Local Councils’ Association – next meeting 4/10/18. (Cllr. Towse)
130/18.4 Twinning Association – Cllr. Thompson reported the meeting of 4/9/18 had discussed plans for next year’s visit which would take place 20-25th June 2019. SANTA’s AGM was to be held on 31/1/19.
130/18.5 Other reports not previously notified – none.
131/18 CIRCULATION – None.
PROCEDURAL MATTER A proposal to exclude members of the public for the next item on the grounds of commercial sensitivity was not required as there were no members of public present.
132/18 Long term planning [Minute 94/18.2 refers] Received verbal report by Chairman which included reference to a letter from Scalby Village Trust regarding the Temperance Hall and agreed Chairman and Clerk to meet with SVT.
There being no further business, the Chairman declared the meeting closed at 9.05pm.
