MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 11th November 2020 at 7pm
PRESENT: Councillor R Towse (Chairman), Cllrs. S Barnes, D Bastiman (left 9.09pm), E Black, J Fieldhouse, P Harriott, R Holliday, D Langmead.
ALSO IN ATTENDANCE: Borough Cllr. Sharma (left 7.30pm), Rev. Tony Hand, Tina Boden (left 9pm) , Mrs J Marley (Clerk).
ABSENT: Cllrs. S Foote, D Sutton, R Thompson, D Wiles.
105/20 APOLOGIES FOR ABSENCE The reasons for absence given by the following were approved:- Cllr. Sutton (unwell), Cllr. Thompson (holiday) and Cllr. Wiles (prior commitment).

107/20 MINUTES
10720.1 Having been previously circulated, the minutes of the Council Meeting held on 14th October 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.
PROCEDURAL MATTER No suspension of Standing Orders for Public Open Forum as no public present.
108/20 EXTERNAL REPORTS
108/20.1 Police:- The reports for Scalby (circulated with agenda) and Newby (emailed to councillors 8/11/2020) were received & noted.
108/20.2 County Council:- Cllr. Bastiman reported 1] resurfacing of the pavement on Barmoor Lane as far as Wrea Head Cottages was being costed by NYCC for completion in the next financial year; 2] Pedestrian refuge on Scalby road near sea cut bridge [Minute 88/20.2 refers] was still planned; 3] devolution – the clustering of parish councils in order to work more effectively was to be discussed at Scrutiny Committee.
108/20.3 Borough Council:- Cllr. Sharma reported the streetlight outside 11 Newlands Park Crescent still not working despite it having been reported several times (Clerk to report via ParishPortal).
With Council’s agreement agenda item 13.1 was taken next
109/20 REPORTS ON OUTSIDE BODIES & EVENTS ATTENDED
The following was RECEIVED:
109/20.1 Devolution Presentations – Cllr. Towse reported on zoom meetings held 27th October (SBC) and 28th October (NYCC) – he had raised the impact on smaller parish councils of the proposals and also suggested that smaller councils working together as clusters could prove beneficial to them. The links to the information about both proposals is to be publicised online.
Borough Cllr.Sharma left the meeting at this point.
110/20 UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS
110/20.1 Cllr. Fieldhouse had emailed all councillors earlier that day with details of 4 items he wished to bring to Council’s attention. 1] Installation of posts on Church Beck Green to prevent vehicles driving through the stream and damaging the banks; 2] Improvements to the banking of Foulsyke Pond (Minute 98/20.2 refers).; 3] resurfacing of pull-in area outside the Rosette; 4] resurfacing of Hackness Gardens and Hackness Drive (Minute 98/20.2 refers). There was a robust discussion from which it was agreed 1] Clerk to raise the matter with Area3 Highways and report to a future meeting; 2] this had the potential to become quite a large project, Clerk to contact Environment Agency in first instance and report to future meeting; 3] Clerk to try and ascertain ownership via Land Registry and report to future meeting; 4] Clerk to raise the matter with Area3 Highways asking if the surface could be improved and made more consistent and report to a future meeting. All councillors were reminded the deadline for asking for an item to go on the agenda was a fortnight before the meeting. This gave the clerk time to check any legalities and obtain any advice needed before the agenda was issued a week before the meeting.
110/20.2 Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Barnes asked if anyone knew why the clock at Scalby St. Laurence’s had not struck the hour on 11th November (Remembrance Day). Rev. Hand’s offer to investigate and report back to Cllr. Towse was gratefully accepted.
111/20 CORRESPONDENCE
111/20.1 A letter of resignation from Cllr. Pickersgill due to ill health was received & noted. Ron had been on the council for over 18 years and had proved a valuable contributor to Council proceedings. The Chairman is to send a letter of thanks.
111/20.2 Vacancy in office of Councillor for Newby Ward – noted that due to Cllr. Pickersgill’s resignation a formal notice of vacancy was put on noticeboards & website on 20th October.
111/20.3 Diversion of bridleway at Cumboots [Minute 44/20.1 refers]. A plan of the proposed amended diversion had been emailed to councillors on 1/11/20. Agreed the proposed route did not address Council’s previously expressed concerns in respect of the steepness of the gradient in the 50 or so yards immediately before the gate onto the highway (the difficulty of operating a gate while mounted and the lack of visibility onto/from the highway). Objection stands.
111/20.4 Code of Conduct consultation [emailed to councillors 26/10/20]. Received and agreed Chairman to complete on behalf of Council.
111/20.5 SBC Local Plan Review report [emailed to councillors 23/9/20]. Following online presentation on 22/10/20 councillors agreed Cllr. Towse to submit comments on Council’s behalf.
111/20.6 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] AJ1 Road Safety Fund [Minute 88/20.1 refers]. The Chairman reported the fund had granted £2,147.32 funding providing Council was able to confirm match funding to allow all of the work identified within the application to take place. County Cllr. Bastiman had promised funding of £2,500 from his Locality Budget and the Thomas family (HQ Theatres & Hospitality Ltd) had promised to fund the balance of just over £3,000. Agreed Mr Thomas be thanked for his very generous offer and Chairman to send a letter of thanks.
112/20 FINANCIAL MATTERS
112/20.1 Resolved the Schedule of Accounts Payable for November 2020 (Sch 8, £5,175.39) be approved. Cllrs. Langmead and Towse to do the online authorisations within 24 hours.
112/20.2 Model Agreement 2021/22 – agreed to accept the £5,349-96 offered by SBC.
112/20.3 Internal Audit 2020/21 April-September [emailed to councillors 1/11/20] – received & noted.
112/20.4 Premises – noted Cllr. Towse’s report that the survey hadn’t shown any serious problems but various relatively minor works were advised (main ones being woodworm treatment and insulation in lofts, removal of a chimney stack plus minor works to various flashings), cost currently unknown.
112/20.5 Community Engagement – Tina Boden gave an update on the work she was doing to get the underpinning strategic work done on the creation of the hub and delivery of services by building contacts and relationships with organisations in the charitable sector. She had considerable interest from organisations and because of the available space and location of the hub, it would be possible to create things such as a “community fridge”. She also explained the parishioner’s support scheme which Council had run during the first Covid-19 lockdown had been re-started for the current lockdown and recommended that Council give some thought to employing someone for a few hours a week to take over the task of telephoning people to provide help and social contact (with a view to that person becoming more involved in the development and running of the hub as things progressed) – it was agreed this be considered at the next meeting of Council. Council also agreed to extend T. Boden’s contract to 3/12/21.
Mrs Boden left the meeting at this point..
112/20.6 Christopher Keld Charity – the Parish Council appoints two parish councillors to this charity. The current appointee Cllr. Langmead explained what was involved. It was agreed Cllr. Holliday be appointed in place of retired Councillor Pickersgill. Term of office expires 31/1/2013).
Cllrs. Bastiman and Harriott left the meeting at this point.
113/20 PLANNING APPLICATIONS NOTIFIED
Comments on the following applications received [circulated with agenda] were confirmed or agreed:-
- 20/00989/FL Installation of dropped kerb and new gated entrance to parking and turning area at 1 Derwent Close Newby – noted an appeal against refusal has been submitted;
- 20/02143/HS Erect first floor side extension over existing ground floor extension at 16 The Green, Newby – confirmed comments of “no objections” submitted under delegated powers);
- 20/02144/HS Erect 2no. two storey side extensions and new single garage at 1 Dunwell Avenue, Newby – confirmed comments of “no objections” submitted under delegated powers);
- 20/02179/FL Change of use of shop and tearoom (use class E) to parish council meeting room and offices (sui generis) at 445B Scalby Road, Scalby – agreed not to submit comments since the Parish Council is the applicant;
- NYM/2020/0836/FL Erect 20metre high lattice tower with antennae and dishes, ground based equipment and fencing together with creation of access track at field to the north of Keld Runnels Rd, Scalby Nabs – agreed no objections.

- 20/01826/HS. Install Juliet balcony at 7 Wynbrook Court, North St, Scalby. Granted with conditions.

- 20/02356/HS Erect single storey side extension at 2 Cowslip Close, Scalby – agreed no objections;
- NYM/2020/0865/NM Non-material amendment to planning approval NYM/2020/0207/FL to allow alterations to eaves height, roof design and glazing, fenestration and removal of soffit to north elevation of approved summerhouse at South Beck House, Hackness Road, Scalby – agreed no objections;
- 20/02001/HS Single storey extension to rear (retrospective) at 1 St. Mark’s Close, Newby – agreed no objections;
- 20/02330/FL Erect one bungalow on land adjacent 2 Hackness Drive – agreed object, layout would result in cramped appearance and inadequate private amenity space.
