Minutes Council meeting 11th March 2020

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th March 2020 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. D Bastiman, G Edmunds, S Foote, P Harriott, R Holliday, D Langmead, PC Snow, D Sutton, RI Thompson, D Wiles.

ALSO IN ATTENDANCE: Borough Cllrs. Heritage and Sharma, 6 members of public (left 7.30pm), Mrs J Marley (Clerk).

ABSENT:      Cllrs. E Black, R Pickersgill, County Cllr. A Backhouse, Borough Cllrs. H Lynskey, E Murphy.

 

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

36/20              APOLOGIES FOR ABSENCE Received & accepted from Cllr. Black (bereavement). Noted on Council’s behalf the Chairman had sent a letter of sympathy to Cllr. Mrs Black following the passing of her husband, Cllr. Bill Black, who had served on the Parish Council from 2011-2015. Cllr. Mrs Black’s letter was read to the meeting. Also noted the Chairman had written to all councillors regarding apologies and attendance at meetings.

37/20              DECLARATIONS OF INTEREST
37/20.1           Received from Cllr Bastiman (non-pecuniary – agenda items 11 and 13 as he was a member of SBC’s Planning Committee) and Cllr. Harriott (non-pecuniary – agenda item 14.4 as he was a member of SANTA).

38/20              MINUTES
38/20.1           Having been previously circulated, the minutes of the Council Meeting held on 12th February 2020 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER

At 7.05pm, Standing Orders were suspended to allow the Public Open Forum.

39/20              PUBLIC OPEN FORUM Parishioners living in Danes Dyke outlined their concerns regarding the Borough Council’s resurrection of the plan to build a women’s refuge on land it owned at the bottom of Danes Dyke. They were not against the principle of a refuge but felt it needed to be in an appropriate location (which wasn’t adjacent to a sheltered housing complex whose residents were mostly aged 75+). It was known from the last attempt in 2014 that the refuge would not serve residents of Scarborough. Also concerned that the only access road was very narrow and extremely busy due to the doctor’s surgery. A housing officer for the Joseph Rowntree Housing Trust which owned the flats at Danes Dyke explained she had made the Borough Council’s Housing Strategy Officer aware of the concerns of the Trust and its residents.

PROCEDURAL MATTER – At 7.25pm, Standing Orders were resumed.

40/20              MATTERS RAISED IN PUBLIC OPEN FORUM Council noted the parishioner’s concerns and agreed  that any refuge needed to be in an appropriate location. Siting such a facility at the end of a retired housing complex was far from ideal and would have a significant detrimental impact on residential amenity.

At this point (7.30pm) 6 members of public left the meeting.

41/20              POLICE REPORT Written reports for Newby and Scalby received & noted.

42/20              EXTERNAL REPORTS

42/20.1           County Council:- No matters to report.

42/20.2           Borough Council:-  Cllr. Heritage reported he’d had no response from County Cllr. Backhouse regarding his request to upgrade the part-night light in the ginnel between The Uplands and The Croft due to anti-social behaviour (County Cllr. Bastiman’s offer to take this up was accepted with thanks). Cllr. Sharma reported it had been confirmed the parking problem on Gatesgarth Close [Minute 26/20.2 refers] was on highway not private land.

42/20.3           In Bloom:- Cllr. Thompson reported the group were hoping to have something posted on the Parish Council’s Facebook page – noted someone from the group should contact the Clerk with details of the information they wanted posting.

43/20              COUNCILLOR’S REPORTS & UPDATES

43/20.1           Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Clerk explained there were no new matters since she was waiting for councillors to report items instead of her – noted.

43/20.2           Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Snow reported continuing problems with excessive speed on Cross Lane and potholes on The Uplands. Cllr. Wiles reported the sides of the sea cut were overgrown causing higher water levels. Clerk to contact relevant organisations.

43/20.3           Received & noted update [circulated with agenda] from T. Boden on community engagement project. The Chairman asked all councillors doing the community engagement day on 21st March to be at the council office for 9.25am on the day.

44/20              CORRESPONDENCE

44/20.1           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – an email and map from a parishioner regarding their proposal to divert a bridleway at Cumboots was circulated at the meeting. Councillors agreed they had concerns about the proposed diversion due to the different surface and gradient. Clerk to reply to parishioner on a ‘without prejudice’ basis and also suggest they speak with the British Horse Society’s Regional Access & Bridleways Officer.

45/20              FINANCIAL MATTERS

45/20.1           Resolved the Schedule of Accounts Payable for March 2020 (Schedule 12, £3,370.32) be approved. Cllrs. Edmunds and Langmead to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Bastiman & Thompson.

45/20.2           Twinning – civic reception for 2020 visit from Pornic – agreed to fund up to £400 for cost of drinks/civic reception for no more than 80 persons at Downe Arms.

51/20              PREMISES [Minute 35/20 refers]  No matters to report. In the light of the Coronavirus pandemic the future of the Community Engagement Day planned for 21st March was being kept under review.

There being no further business, the Chairman declared the meeting closed at 8.15pm.
