Minutes Council meeting 10th July 2019

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 10th July 2019 at 7pm.

PRESENT:

Councillor R Towse (Chairman),
Cllrs. D Bastiman (left 7.57pm), E Black, G Edmunds (left 7.57pm), S Foote, P Harriott, R Holliday, D Langmead, R Pickersgill, D Sutton, RI Thompson.

ALSO IN ATTENDANCE
3 members of public (till 7.33pm), Borough Cllr. Sharma (left 8.09pm), Mrs J Marley (Clerk).

ABSENT: Cllrs. PC Snow, D Wiles, County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

103/19 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Wiles and Borough Cllr. N Heritage (prior commitments) Cllr. PC Snow (health).

104/19 DECLARATIONS OF INTEREST – None.

105/19 MINUTES
105/19.1 Having been previously circulated, the minutes of the Council Meeting held on 5th June 2019 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER Standing Orders suspended at 7.02pm for the public open forum.

106/19 PUBLIC OPEN FORUM The Chairman of Scalby & Newby Twinning Association reported on the group’s visit to Pornic to celebrate the 30th anniversary of the twinning. 20 people had attended of whom at least 5 had been present at the original event. The group had given three white rosebushes to Pornic (one for each ten year period of twinning). The Chairman of the Friends of Newby & Scalby Allotments (FONSA) asked if it would be possible to have a skip on the allotments for a short period annually in order to allow the collection & disposal of non-compostable items.

PROCEDURAL MATTER – At 7.17pm, Standing Orders were resumed.

107/19 MATTERS RAISED IN PUBLIC OPEN FORUM – The report on the visit to Pornic was received and noted. The siting of a skip on a trial basis was acceptable in principle providing it wasn’t there more than a couple of days. Council agreed to provide a skip on a “one-off” basis at a cost not exceeding £160+VAT. FONSA to provide feedback at a future Council meeting.

PROCEDURAL MATTER With Council’s agreement the order of the agenda was varied and item 10.2 (Discretionary grant applications) was considered next.

108/19 DISCRETIONARY GRANTS
An application from Scalby Toilets Trust [circulated with agenda] was received. Concerns were expressed that some of the works for which a grant had been requested had already been carried out. Agreed a decision on the application be deferred to the September meeting in order to allow the applicants to re-assess the sum requested;

At this point (7.33pm) the members of public left the meeting.

109/19 POLICE REPORT Written reports for Newby and Scalby received & noted.

110/19 EXTERNAL REPORTS

110/19.1 County Council:- Cllr. Bastiman reported there was a meeting of the full County Council on 24th July. No other matters were raised or questions asked.

110/19.2 Borough Council:- [Minute 95/19.2 refers] Cllr. Sharma reported on the credit union run from the Town Hall and gave the Clerk information packs for display. He had also visited several of the shops on Newlands and they had been broadly in support of re-instating the one way system.

110/19.3 In Bloom:- Cllr. Thompson reported the group were hoping to plant more bulbs and wished to re-start the garden competition for 2020. They were happy to work with the Parish Council. The group was aware of the need to collect the prize shields and this was being arranged.

111/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

111/19.2 Parking and poor road surface issues to be referred to relevant agency.

112/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

113/19 FINANCIAL MATTERS

113/19.1 Resolved the Schedule of Accounts Payable for July 2019 (Schedule 4, £3,072-52) be approved. Cllrs. Edmunds & Wiles to do the online authorisations on the Unity Trust accounts within 24 hours. Schedule of Accounts Payable for August 2019 (Schedule 5, to be tabled at September meeting) – online authorisations to be done by Cllrs. Langmead and Sutton.

117/19.3 Yorkshire Local Councils’ Association – next meeting 3/10/19 (Cllr. Towse).

117/19.4 Twinning Association – Cllr. Thompson reported he’d received the minutes of the last meeting in which comments had been made to the effect he was not attending the meetings or submitting apologies. He explained that since the meetings were no longer held on a regular date it was difficult to do either if he was not sent an agenda. He understood there was a meeting at the Rugby Club on 20th August and it was agreed he, Cllr. Sutton or Cllr Towse would attend.

118/19 CIRCULATION – None.

119/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to contract negotiations for a property.

At this point (8.09pm) Borough Cllr. Sharma left the room.

120/19 PREMISES [Minute 102/19 refers] Clerk gave members a copy of the email received from NYCC in response to Council’s comments made at its June meeting on the terms of the draft Heads of Terms. Negotiations on reduction in rent aside, the Parish Council agreed it was not prepared to enter into a Full Repair and Insure lease.

There being no further business, the Chairman declared the meeting closed at 8.20pm.
