Minutes Council meeting 10th February 2016

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 10th February 2016 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs.DJ Bastiman, G Edmunds [from 7.08pm], S Foote, S Gething, Mrs R Holliday, TW Miller, R Pickersgill, Mrs PC Snow

ALSO IN ATTENDANCE:  J Wilson (Deputy Parking Manager SBC, left 7.35pm), 14 members of public [12 left at 7.35pm], Mrs J Marley (Clerk).

ABSENT:      Cllrs. Mrs E Black, R Thompson, BF Watson, Mrs D Wiles, Borough Cllrs. L Backhouse, V Inman, A Jenkinson and H Lynskey, County Cllr. A Backhouse.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

19/16  MINUTES

19/16.1           Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 13th January 2016 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER

At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

20/16  PUBLIC OPEN FORUM

20/16.1           Concerns expressed by people living in the vicinity of Newby & Scalby Primary School regarding the long-standing but increasing problems caused by the inconsiderate parking of vehicles by people dropping off and collecting children from school – driveways blocked, double yellow lines ignored, verges parked on etc. Aside from the damage to verges and general inconvenience to residents, there were also concerns regarding access for emergency vehicles and the safety of road users. The school did its best by reminding people to park considerately (front page of its website, in newsletters & on banners). A petition calling for a solution & containing signatures of 62 local residents, was handed to the Parish Council.

PROCEDURAL MATTER – At 7.16pm, Standing Orders were resumed.

21/16              MATTERS RAISED IN PUBLIC OPEN FORUM

21/16.1           Agreed concerns regarding traffic at school be considered at agenda item 9.1; councillors agreed to bring that item forward on the agenda and consider it next.

22/16  CORRESPONDENCE

22/16.1           [Brought forward] Parking on grass verges on The Green and the surrounding streets near Newby School – received emails of complaint [circulated with agenda]. Councillors noted the concerns expressed during the Public Open Forum. Following a general discussion between councillors, members of the public and SBC’s Deputy Parking Manager as to various ways to address the problem, it was agreed 1] SBC Parking to monitor the area on a short term basis and carry out enforcement as necessary, 2] a joint press release by Parish and Borough Councils be made, 3] Deputy Parking Manager to attend April council meeting to provide an update; 4] Parish Council to broker a meeting (to include school, emergency services, residents, NYCC and SBC) to discuss possible solutions.

At this point (7.35pm) J. Wilson and 12 members of public left the meeting.

23/16              POLICE REPORT Resolved crime figures and activity reports (tabled at meeting) be received. A written note from Cllr. Thompson regarding vandalism to the Parish Council’s seats around Scalby bowling green was also received & noted.

24/16  EXTERNAL REPORTS

24/16.1           County Council:- Cllr. Gething asked a question regarding the destination of garden waste (landfill rather than recycling) – at County Cllr. Bastiman’s suggestion, it was agreed Council write to Cllr. Chatt.

24/16.2           Borough Council:-  No matters to report.

24/16.3           FONSA:- No representative present.

24/16.4           In Bloom:- No representative present.

25/16  COUNCILLOR’S REPORTS & UPDATES

25/16.1           Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

25/16.2           Received & noted reports from several councillors in respect of highway matters requiring attention. (Clerk to refer to Highways).

26/16  CORRESPONDENCE

26/16.1           Consultation on SBC’s Draft Corporate Plan ‘Towards 2030’ [circulated with agenda]. Agreed Council in accord with the four key aims and no comments on the corporate Plan as a whole.

26/16.2           Letter from Christopher Keld Charity letter [circulated with agenda] received & noted. Agreed Cllrs. Pickersgill and Miller to serve from 1/2/16 to 31/1/19 as trustees representing the Parish Council.

26/16.3           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

FINANCE & GENERAL PURPOSES ISSUES

27/16  FINANCIAL MATTERS

27/16.1           Resolved the Schedule of Accounts Payable for February 2016 (Schedule 11) [tabled at meeting] be approved.

27/16.2           Received & noted request from Tom Mutton [circulated with agenda] that Council extends to 31/7/2016 its Discretionary Grant offer to Gallows Close. Resolved extension be granted, grant to be used by 31/7/2016.

27/16.3           Received & noted Internal Auditor’s report [circulated with agenda] for Schedules 7-9.

27/16.4           Received & noted report by Cllr. Towse and Clerk [circulated with agenda] regarding the future of Scalby Library. Resolved both recommendations of the report be carried.

27/16.5           Christmas Lights Competition. Council considered a proposal by Cllr.. Thompson [Minute 5/16.2 refers] that in future residents should have to register their property for judging instead of all properties being entered by default. Resolved proposal not carried.

31/16  REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

31/16.1           CAP Group – Cllr. Gething reported on a well attended meeting – the new beat manager was PC Scholes, speed gun checks could now be done, the takeup rate for the crime reporting boxes had been poor. Next meeting 14/4/16 (Cllrs. Gething & Mrs Wiles).

31/16.2           Roads Liaison Committee – still awaiting outcome of proposal to disband.

31/16.3           NYMNP Coastal Area Parish Forum – next meeting 27/4/2016 (Cllr. Mrs Wiles).

31/16.4           North Yorkshire and Cleveland Coastal Forum – next meeting date unknown (Cllr Thompson).

31/16.5           Yorkshire Local Councils’ Association – Cllr. Towse reported matters discussed had included the matter of parish representatives having voting rights on the Standards Committee. Next meeting 2/6/16 (Cllr. Towse).

31/16.6           Twinning Association –  On Cllr. Thompson’s behalf the Clerk reported 1] there were 27 members of SANTA who lived in the parish (this worked out at 50% of the current membership). Cllr. Thompson had attended the AGM (21/1/16) and a committee meeting (9/2/16). and would give reports at the March council meeting.

31/16.7           Yorkshire Coast & Moors County Area Committee – Next meeting 23/3/16 (Cllr. Thompson).

31/16.8           Any other reports not previously notified – none.

32/16  CIRCULATION – None.

There being no further business on the agenda, the Chairman declared the meeting closed at 8.09pm.
