MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Tuesday, 10th December 2019 at 7pm.
PRESENT:
Councillor R Towse (Chairman), Cllrs. D Bastiman, E Black, G Edmunds (left 8.15pm), P Harriott (left 8pm), R Holliday, D Langmead, R Pickersgill (left 8.25pm), D Sutton, R Thompson.

3 members of public (2 left 7.50pm & 1 left 8.25pm), T Boden (left 7.53pm),

ABSENT: Cllrs. S Foote, C Snow, D Wiles, County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy, SC Sharma.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
173/19 APOLOGIES FOR ABSENCE Received & accepted from Borough Cllr. N Heritage (work commitment), Borough Cllr. Sharma (prior commitment), Cllr. Snow (health).
174/19 DECLARATIONS OF INTEREST
174/19.1 Received from Cllr. Bastiman – personal – agenda item 11 as he was a member of the Borough Council’s Planning & Development Committee.
175/19 MINUTES
175/19.1 Having been previously circulated, the minutes of the Council Meeting held on 13th November 2019 were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER Standing Orders suspended at 7.02pm.
176/19 PUBLIC OPEN FORUM Request for the creation of a pavement (need not be tarmac, a hard surface could suffice) on the Scalby parish side of Limestone Road, Burniston (an area well used by dog walkers and on a 60mph stretch of road).
177/19 PRESENTATION Mrs Boden gave a presentation on how the Parish Council could engage the community and raise its profile (including by the use of social media).
PROCEDURAL MATTER – At 7.15pm, Standing Orders were resumed.
178/19 MATTERS RAISED IN PUBLIC OPEN FORUM – Request for new pavement – Clerk to write to Burniston Parish Council seeking their views on the request.
179/19 SOCIAL MEDIA PRESENTATION Councillors thanked Mrs Boden for the presentation. Questions asked on various matters including the need to update the website, projects which were/could be undertaken, timescales. Chairman reminded those present of the need to progress matters in a timely fashion. Agreed 1) T. Boden’s proposals warranted further consideration; 2) a meeting of the Outreach Committee [Minute 159/19 refers] comprising Cllr Towse (Committee Chairman, original & casting vote), Cllrs. Black, Edmunds, Langmead, Snow, Thompson, Wiles (voting rights) and Mrs Boden (non-voting) be held 6pm 18th December. Committee had full delegated powers, its remit being to decide on matters relating to raising the profile of the parish council through engaging the community by various means including social media and public consultation; approved minutes to be submitted to Council for information; 3) T. Boden’s written proposal to be considered at that Outreach Committee meeting & action taken as appropriate.

182/19 COUNCILLOR’S REPORTS & UPDATES
182/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
182/19.2 Reports from Councillors of any highway & footpath or general matters requiring attention – none. The Chairman reminded councillors of the importance of them reporting items to the Clerk – it was not just the Clerk who was expected to see things which could be done by the Parish Caretaker.
Cllr. Harriott left the meeting at this point.
183/19 CORRESPONDENCE
183/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – Clerk read a letter from a parishioner which 1] gave thanks for the verge on Red Scar Lane being cut back and 2] reported speeding on Red Scar Lane/Drive. Letter received & noted the verge cutting had been as part of the general verge tidy recently done under the “civic pride” budget. Agreed Clerk to reply to parishioner and the speeding be referred to 95 Alive.
184/19 FINANCIAL MATTERS
184/19.1 Resolved the Schedule of Accounts Payable for December 2019 (Schedule 9, £3,602.15) be approved. Cllrs. Edmunds & Langmead to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Sutton & Thompson.
184/19.2 NYCC Environment Locality grants from County Councillors [Minute 146/19.1 refers]. Agreed the two grants, each of £3,000.00, from the Environment Locality budgets of County Councillors Backhouse and Bastiman towards the provision of a Parish Caretaker for Newby & Scalby Parish, be accepted. Councillors Pickersgill and Sutton to sign the acceptance forms.
184/18.4 Received Clerk’s request to bring the date of the June 2020 meeting forward a week (to the 3rd) due to staff availability & agreed request be granted.
