MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 10th April 2013 at 7pm

 

PRESENT:  Councillor TW Miller (Chairman), Councillors Mrs E Black, W Black, S. Foote, S Gething, Mrs G Kendall, R Pickersgill, Mrs C Snow, R. Thompson.

 ALSO IN ATTENDANCE:  PCSO5541 Braidley (leave 7.06pm), P Afford (Scalby Football Club) (leave 7.45pm), P. Staveley (In Bloom) (from 7.13pm), Mrs J Marley (Clerk)

49/13  MINUTES

49/13.1           RESOLVED the minutes of the Council Meeting held on 13th March 2013 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  Suspension of Standing Orders to allow the Public Open Forum not needed.

50/13  PUBLIC OPEN FORUM – No public present.

PROCEDURAL MATTER  Resumption of Standing Orders not needed.

51/13  MATTERS RAISED IN PUBLIC OPEN FORUM – None.

52/13  POLICE REPORT  RESOLVED written report (tabled at meeting) be received. Further information was exchanged with PCSO5541 Braidley regarding parked vehicles.

PCSO5541 Braidley left the meeting at this point.

53/13  EXTERNAL REPORTS

53/13.1           County Council:- No report to receive.

53/13.2           Borough Council:- No report to receive.

53/13.3           FONSA:- No report to receive.

53/13.4           In Bloom:- Mr Staveley reported the spring judging across all Yorkshire had been cancelled due to the cold winter and late spring. 12 bags of rubbish had been collected during two litter picking sessions.

53/13.5           Scalby Football Club:- Mr Afford reported the club’s centenary celebrations over Easter weekend had been a stunning success with 350/400 people attending on Easter Sunday. There had been a nine year break for the club being in a football final – fingers were crossed that the club would be successful in the final of the Scarborough Cup which was to be played on 15th April.

54/13  COUNCILLOR’S REPORTS & UPDATES

54/13.1           RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath and other general matters since last meeting.

54/13.2           RECEIVED & NOTED Various highway & footpath or general matters reported by councillors on form provided with agenda:- 1] various blocked gullies; 2] various potholes and road surface problems; 3] tree obscuring street light on Station Road; 4] ruts in verge outside Tesco. RESOLVED Clerk to pass to relevant authority. Matters reported by councillors at meeting:- 1] potholes reported 2 months ago on Hillcrest Avenue still not repaired; 2] verge trimmings from pavement slurry sealing left by contractors; 3] Coldyhill Lane still not surfaced despite promises; 4] missing/broken birds mouth fencing on Hackness Road still not replaced despite being reported at various intervals over last 12 months; 5] missing/damaged fencing at Cumboots Quarry – RESOLVED Clerk to raise points 1-4 with Highways, to carry out site visit to Cumboots Quarry and, if possible, effect repairs within terms of delegated authority of Financial Regulation 19.

Mr Afford left the meeting at this point.

55/13  CORRESPONDENCE

55/13.1           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency:- 1. Letter from NYMNP seeking comments on 2 hedgerow removal notices for fields at the bottom of Hay Brow. RECEIVED & RESOLVED Council not happy with proposal and Clerk to ask NYMNP if it had any further information as to why applicant wished to remove hedge. Clerk authorised to respond on Council’s behalf in the light of any response received.

56/13.1           RESOLVED the Schedule of Accounts for April 2013, Schedule 1 be approved & paid.

57/13  GENERAL PURPOSE & REGULATORY MATTERS

57/13.1           Councillor Protection Policy to review. RESOLVED policy be adopted without change. RESOLVED the matter of ID badges was a separate issue, to be placed on the May agenda.

61/13  REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

61/13.1           Twinning Association –  Cllr. Black gave details of the visit to Pornic next month. Cllr. Thompson reported this year’s gift was a scroll which gave details of the area back to Domesday.

61/13.2           Yorkshire Coast & Moors County Area Committee – Cllr. Mrs Kendall reported on the meeting of 20th March – a presentation on the Esk Valley Community Rail Partnership had been given in which it was confirmed a station at James Cook University Hospital would open in 2014. Reference was also made to the success of the library volunteer scheme which had kept libraries open and, in some cases, provided extended opening hours.

61/13.3           North York Moors National Park Authority – Cllr. Thompson reported a two year planning consent had been given to allow the Everley public house at Hackness (closed for last couple of years) to operate as a tea room with holiday cottage and living accommodation. He had also attended an update briefing on York Potash. Central Government has created a £12 million fund for cycle improvements to which English national parks can submit bids.

61/13.4           North Yorkshire and Cleveland Coastal Forum – Cllr. Watson had attended a meeting of the Executive Group and the written report tabled in his absence was noted.
