All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.

1          NON-ATTENDANCE OF COUNCILLORS

1.1       To receive and note apologies from councillors who are unable to attend the meeting.

1.2       To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

 

2          DECLARATIONS OF INTEREST

To receive any declarations of interest in items on this agenda.

 

3          MINUTES

3.1       To approve and authorise the Chairman to sign the minutes of the Extraordinary Meeting of Council held on 18th July 2025 (enclosed).

3.2       To approve and authorise the Chairman to sign the minutes of the Extraordinary Meeting of Council held on 20th August 2025 (enclosed).

3.3       To authorise the Chairman to sign the minutes of the Review & Staffing Committee meeting held on 18th August 2025 (enclosed) (confirmed as accurate at the Review & Staffing meeting of 10th September 2025.

3.4       For information only – to note the minutes of the Planning Committee meetings of 17th July 2025 and 14th August 2025 (enclosed).

 

4          PUBLIC PARTICIPATION  (not to exceed 15 minutes)

Matters raised must relate to an item on this meeting’s agenda.

 

5          MATTERS RAISED IN PUBLIC OPEN FORUM

5.1       To agree action as appropriate on matters raised in Public Open Forum.

 

6          EXTERNAL REPORTS

6.1       Police – To receive & note reports (enclosed) for incidents May-August 2025 incidents covered by Rural Policing Team.

6.2       Joint Council Working Group on Fracking – to receive enclosed update (to include details of Environment Agency application) from this Council’s representative and agree action as appropriate.

 

7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

7.1       School Parking (Newby & Scalby Primary School) (Minute 39/25.1 refers) – to note that despite two letters to the school on 9/5/25 and 28/8/25 no response has been received

7.2       Traffic speed Barmoor Lane (Minute 39/25.3 refers) – to note the supplying company is no longer trading and it is proving a challenge to get the parent group to deal with repairs under warranty.

7.3       To receive reports from Councillors of any highway & footpath matters requiring attention (form enclosed).

 

8          CORRESPONDENCE

8.1       National Park Parish Member Elections – to agree if anyone wishes to be nominated to represent the Coastal area.

8.2       Public Rights of Way Route prioritisation – to receive enclosed information and agree action as appropriate.

8.3       Allotment Prizes – to note winners are as follows:- Best Plot –  A Tadman, plot 6 (shield and £25 cheque), Most Improved Plot – A Tucker, plots 71 and 74North  (£25 cheque).

8.4       To receive & note copies of letters (redacted and enclosed) from external auditor PKF Littlejohn to the two objectors (A and B) to the 2023/24 Council accounts explaining that none of their objections had been upheld.

8.5       To receive and note enclosed email from external auditor PKF Littlejohn with breakdown of cost (£7,786-75) of challenge work on the 23/24 accounts.

8.6       Correspondence received after 11/9/25 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

 

9          FINANCE, REGULATORY & GENERAL MATTERS

(Tabled at the meeting unless otherwise indicated)

9.1       To note 1] the National Joint Council for Local Government Services agreed a 3.2% pay award for the 2025/26 financial year and 2] payment of this award (backdated to 1/4/25) to staff employed by Council on 1/4/25 along with any resulting additional pension contributions has been actioned.

9.2       To ratify the enclosed Schedules of Accounts Payable for June 2025 (Sch 3 £3,004-63), July 2025 (Sch 4 £9,103-47) and August (Sch 5 £6,683-18).

9.3       To authorise the Schedule of Accounts Payable for September (£15,431-41)

9.4       To sign a Direct Debit agreement for payment of invoices from A Brunton.

9.5       To note the Christmas tree for Newlands is on order at cost of £515 (erect/light/dismantle/dispose).

9.6       Items from Review & Staffing Committee – to receive the enclosed reports and agree action as appropriate on the following:-

  1. Payroll provision
  2. Internal Audit provision
  3. Standing Orders and Financial Regulations

9.7       Staffing matters:-

  1. To note the Employment Tribunal had concluded and the legal costs and the compensation awarded had both been borne in full by the Council’s insurers; to further note the associated costs application had also concluded and was subject to a confidentiality agreement; payment of the settlement was shared between Council and Council’s insurers.
  2. To receive the enclosed report by the Chairman and Vice Chairman “Moving Forwards” and agree action as appropriate

9.8       Planter, 4 lane ends – to receive Clerk’s report (enclosed) and agree action as appropriate.

9.9       23/24 External Audit (as challenged) – to receive & note final report and completion certificate (enclosed).

 

10        REPORTS ON OUTSIDE BODIES & EVENTS ATTENDED

To receive reports from councillors- none at preparation of agenda.

 

11        EXCLUSION OF PRESS AND PUBLIC

To consider a motion – That, under the provisions of the Public Bodies (Admission to Meetings) Act 1960 §1(2), the press and public be excluded from the meeting on the grounds the next items relate to legal, personnel or contract matters.
