will be held at

All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.
AGENDA
1 NON-ATTENDANCE OF COUNCILLORS
1.1 To receive and note apologies from councillors who are unable to attend the meeting.
1.2 To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.
2 DECLARATIONS OF INTEREST
To receive any declarations of interest in items on this agenda.
3 F&GP COMMITTEE
To consider setting up a Finance and General Purposes Committee comprising no more than 5 members including Chairman and Vice Chairman ex officio, accept the terms of reference recommended by the Review & Staffing Committee [to follow] and agree committee membership.
4 EUROPA OIL & GAS Ltd
4.1 Application by Europa Oil & Gas Ltd, EPR/YP3623LC/A001 to Environment Agency for an Environment Permit in respect of Cloughton 2 wellsite, Coastal Road, Burniston – to receive the recommendations of the Planning Committee held on 14/8/25 (enclosed) and agree action as appropriate.
5 EXTERNAL AUDIT OF ACCOUNTS
5.1 23/24 accounts:–
5.1.1 To note that PKF Littlejohn has confirmed that up to 1/8/25 the cost to Council was £3,958-25 (11.15 hours at £355/hour); further costs were anticipated and an invoice was not yet to hand.
5.1.2 [Minute 46/25 refers] To note that PKF Littlejohn has not upheld any of the objections submitted by Persons A and B.
5.2 24/25 accounts:–
5.2.1 To note the Public Inspection period has ended and two persons have submitted objections.
