ORDINARY MEETING

NEWBY AND SCALBY TOWN COUNCIL

will be held in the

Main Hall, Council Offices and Hub,

445b Scalby Road, SCALBY

WEDNESDAY, 13th MARCH 2024

COMMENCING AT 7 P.M.

 

All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.

1          NON-ATTENDANCE OF COUNCILLORS

1.1       To receive and note apologies from councillors who are unable to attend the meeting.

1.2       To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

2          DECLARATIONS OF INTEREST

To receive any declarations of interest in items on this agenda.

3          MINUTES

3.1       To approve and authorise the Chairman to sign the minutes of the Ordinary Meeting of Council held on 14th February 2024 (enclosed).

4          REVIEW & STAFFING COMMITTEE VACANCY

4.1       To appoint a councillor to the vacancy on the Review & Staffing Committee.

5          CASUAL VACANCIES

5.1       To receive written applications [circulated to councillors only in accordance with Co-Option Policy]  for the office of Town Councillor and to consider co-option to the two vacancies

6          EXTERNAL REPORTS

6.1       Police – Report for February incidents covered by Rural Policing Team (circulated with agenda).

6.2       NY Unitary Council – NY Cllrs. D Bastiman and S. Sharma to report/take questions on NYUC matters as they relate to this parish.

7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

7.1       445 Scalby Road – to note it was hoped to have new tenants in residence within the month [Minute 33/24.1 refers].

7.2       Whole Council training [Minute 37/24.4, still in draft, refers] – to note a booking has been made for the afternoon of 11/7/24.

7.3       To receive reports from Councillors of any highway & footpath or other matters requiring attention.

8          CORRESPONDENCE

8.1       To note one complaint received 19/2/24 is unresolved and advice is being sought before further action is taken.

8.2       To note one complaint received 5/3/24 is being dealt with.

8.3       Correspondence received after 7/3/24 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

 

FINANCE & GENERAL PURPOSES ISSUES

 

9          FINANCE, REGULATORY & GENERAL MATTERS

9.1       To approve the Schedule of Accounts Payable for March 2024 (Schedule 12).

9.2       Scalby Toilets [Minute 31/24.3 refers]– to ratify the action of Cllrs. Smith and Thompson in authorising a standing order in the sum of £55/week commencing 1/3/24 to DLC Cleaning Services for regular cleaning of the toilets

9.3       To receive details [enclosed] on profitability/costs of the hub, and agree action to be taken.

11        PLANNING DECISIONS/WITHDRAWALS:- to receive & note

  1. NYM/2024/0125 Permission to fell and remove one Sycamore tree overhanging the road and footpath – suffering from large amounts of deadwood in the crown and also rot pockets at 4mts on the main stem, Low Hall Cottage, Hackness Road, Granted.
  2. NYM/2022/0476 Convert farm building to two holiday cottages and one residential annexe with associated parking and landscaping works, Beacon Farm, Beacon Brow Road, Scalby. Granted with conditions.
  3. ZF23/01945/HS Erect single and two storey extension to rear, erect detached garage and alterations to stables, 53 Coldyhill Lane, Newby. Granted with conditions.
  4. ZF23/01992/HS Erect single storey side and rear extensions to form garage, utility and home office, 5 West Avenue, Scalby. Granted with conditions.
  5. ZF23/02071/HAS Vary condition 1 of ZF23/01201/HS to allow larger extension, 4 Castle Mount Avenue, Scalby. Granted with conditions.
  6. ZF24/00098/HS Erect single storey side and rear extension, 34 Cross Lane, Newby. Granted with conditions.
  7. ZF24/00099/FLA Vary condition 1 of 21/01397/FL to allow alteration to ratio of render to brick, former site of 79 Cross Lane, Newby. Granted with conditions.
