7 UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS
7.1 To receive update from Clerk on any highway, footpath and other matters.

8 CORRESPONDENCE
8.1 Devolution – to agree any comments and which of the 2 submitted models is preferred. (Note comments must be submitted to by 2359 on 18/4/21 https://consult.communities.gov.uk/governance-reform-and-democracy/northyorkshire/consultation/ ).
8.2 The future of remote meetings and annual meetings in May 2021 due to government’s refusal to extend beyond 6th May the power to hold virtual meetings [emailed to councillors 31/3/21. Clerk recommends bringing May/Annual PC meeting forward to a date between 1 and 6th May. Delegation of full executive powers to Clerk in consultation with Chairman or Vice Chairman already in place] – to receive and agree action as appropriate;
8.3 To receive an email dated 25/3/21 from Royal Pilgrim [enclosed] and agree action as appropriate;
8.4 Email from resident of Coldyhill Lane [forwarded to councillors 7/4/21] requesting double yellow lines either side of their drive (request follows a road traffic collision which occurred when they were attempting to pull out of their driveway) – to receive & agree action/comments;
8.5 Request from resident of Coldyhill Lane for a litter bin on Coldyhill Lane between Proudfoot’s and Scalby Avenue – to agree action as appropriate;
8.6 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.
FINANCE & GENERAL PURPOSES ISSUES
9 FINANCE, REGULATORY & GENERAL MATTERS

9.1 To approve the Schedule of Accounts Payable for April 2021 (Schedule 1).
9.2 JJ Burchell Bequest – 1] to note the current 8% Treasury Stock Gilts mature soon; 2] to agree to reinvest the redemption proceeds into another UK Government Stock; 3] to authorise the Clerk/RFO and Chairman to sign necessary paperwork.
9.3 To 1] suspend Financial Regulation 3.5 for a period to be agreed (not in excess of 6 months) and 2] for the same period vary Financial Regulation 19.2 FROM “19.2 With the agreement of the Chairman or Vice Chairman of Council, urgent expenditure exceeding £500 which is specifically for the purpose of ensuring Council meets its legal or contractual obligations” TO “19.2 With the agreement of the Chairman or Vice Chairman of Council, expenditure exceeding £500”. [These are to enable bills etc to be paid if we are unable to hold virtual meetings or face to face meetings].
