Minutes of Extraordinary Meeting Of Council 18th July 2025

 

 MINUTES OF EXTRAORDINARY MEETING OF NEWBY & SCALBY TOWN COUNCIL

held in the Community Hub, 445b Scalby Road,

on Friday 18th July 2025 at 11.45am.

 

PRESENT: Councillors J Smith (Chairman), H Bore, G Kendall, B Marley, N Murphy (from 11.52am), J Shepherd, R. Thompson, R Towse.

 

ALSO IN ATTENDANCE: 1 member of public (left 12.14pm), Mrs J Marley (Clerk to Council).

 

67/25               NON-ATTENDANCE OF COUNCILLORS

67/25.1            Apologies received & noted from Cllrs. D Bastiman, J Buckley, S Foote, R Holliday, C Thistleton.

67/25.2            Acceptance of reasons for absence:-

1.    Cllrs. Bore, Kendall, Marley, Shepherd, Smith, Thompson in favour, Cllr. Towse against and resolved the reason for absence given by Cllrs. Bastiman (medical) be approved.

2.    Resolved the reason for absence given by Cllr. Buckley (prior engagement) be approved and the second paragraph of his apologies “As I am not a serving member of the armed forces at a time of war with a specific dispensation from the Secretary of State I do not consider my reason for absence justifies formal acceptance by Council. I request that you draw this to the attention of the Council” be stated in the minutes and noted. Cllr. Murphy arrived during consideration of this apology and was therefore present and voting.

3.     Resolved the reasons for absence given by Cllrs Foote (prior commitment), Cllr. Holliday (work) and Cllr. Thistleton (work) be approved.

 

During the next item, the Chairman adjourned the meeting between 12.10 and 12.13pm

 

68/25               DECLARATIONS OF INTEREST:  Received from Cllrs. Smith and Towse (other interest, agenda item 4.1 as witness at tribunal).

 

69/25               EXCLUSION OF PRESS AND PUBLIC

At 12.14pm it was resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next items of business on the grounds they related to personnel/staffing, financial or legal matters.

 

70/25               CONFIDENTIAL BUSINESS

A confidential report in respect of matters associated with the recent Employment Tribunal was handed to councillors present for consideration.

70/25.1            Following a recorded vote (For, Cllrs. Bore, Kendall, Marley, Shepherd, Thompson, Against Cllr. Murphy, Not voting in accordance with Declaration of Interest Cllrs. Smith and Towse) it was resolved the two recommendations of the confidential report be carried.

70/25.2            In respect of recommendation 2 of the confidential report it was further resolved that any of the Chairman, Vice Chairman and Clerk be authorised to sign any paperwork and the online authorisations of any payments could be done by any two councillors who were bank signatories.

The confidential report was then handed back to the Clerk by councillors.

There being no further business to be transacted, the Chairman declared the meeting closed at 12.34pm.
