All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.

1 ELECTION OF CHAIRMAN
1.1 To elect a Chairman of the Council for the period to May 2024.
2 NON-ATTENDANCE OF COUNCILLORS
2.1 To receive and note apologies from councillors who are unable to attend the meeting.
2.2 To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.
3 ELECTION OF VICE-CHAIRMAN
3.1 To elect a Vice-Chairman of the Council for the period to May 2024.

4.1 To elect replacement for CAP Group (was Cllr. Sutton)
4.2 To elect replacement for YLCA (was Cllr. Towse)
4.3 To elect replacement (to serve alongside Cllr. Holliday till 31/1/23) for Christopher Keld Charity (was Cllr. Towse)
5 MEMBERSHIP OF REVIEW & STAFFING COMMITTEE
To fill the vacancy caused by resignation of Cllr. Towse. [NOTE: Committee’s terms of reference require that Council Chairman and Vice Chairman are members].

7.1 To approve and authorise the Chairman to sign the minutes of the Ordinary Meeting of Council held on 8th November 2023 (enclosed).

11.1 Additional mountings for VAS signs [Originating Minute 150/20.3 refers] – to receive Clerk’s report and agree action as appropriate.
11.2 Drive gatepost [Minute 170/23.6 refers] – to note Newby Dental Practice did not wish to make a contribution to the replacement of the gatepost.
11.3 Scalby Toilets [Minute 170/23.3 refers]– to receive update as available.
11.4 Seats for commemorative area on Newby Farm Road [Minute 170/23.4 refers]– to receive details [enclosed] of possible seats and agree action/expenditure as appropriate.
11.5 Christmas lights on Church Rooms [Minute 170/23.5 refers]– to receive update from Clerk.
11.6 To receive report from H. King re. Community & Wellbeing Hub.
11.7 To receive report from Clerk on state of drive entrance [see enclosed photos] and agree action.
11.8 To receive update from Chairman and/or Clerk on any matters dealt with under delegated powers.

12.1 Letter from NYMNP re. proposed woodland creation, Scalby Nabs [details enclosed] – to receive and agree action as appropriate.
12.2 To receive & note letters of resignation from Cllrs. Towse (7/12/23) and Sutton (8/12/23) and to note the necessary vacancy notices were posted on 11th December 2023.
12.3 To receive & note letter from Mayor of Pornic [enclosed], and agree a response in light of the Clerk’s holding reply of 14/12/23.
12.4 Correspondence received after 13/12/23 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

13.2 Model Agreement 2024/25 – to receive & note letter of 17/11/23 and agree to accept the offered £5,659-47 plus admin.
