3.1       To approve and authorise the Chairman to sign the minutes of the Annual Council Meeting held on 10th May 2023 (enclosed).

5.1       To agree action as appropriate on matters raised in Public Open Forum.

 

6          VACANCIES (Newby Ward)

6.1       To receive any applications for co-option to the Ordinary Vacancy created at the election by reason of insufficient nominations & agree action as appropriate.

6.2       To receive any applications for co-option to the Casual Vacancy created by the resignation of D. Langmead & agree action as appropriate.

 

7          EXTERNAL REPORTS

7.1       Police – reports to be tabled at meeting.

8          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

8.1       To receive report from H. King re. Community & Wellbeing Hub.

8.2       To receive update from Chairman and/or Clerk on any matters dealt with under delegated powers.

8.3       To receive update on local government re-organisation.

8.4       To receive update on Scalby Toilets.

8.5       To receive reports from Councillors of any highway & footpath or other matters requiring attention.

 

9          CORRESPONDENCE

9.1       Training [emailed to all councillors 15/5/23] – Wednesday 14th June 2023 1545-1815 in the Hub by the YLCA and covering powers policies and procedures to ensure the council acts lawfully – to confirm which councillors wish to attend.

9.2       To note 1] a letter received from Robert Goodwill MP regarding issues raised by a parishioner about traffic speed and alleging Moor Lane does not have a speed limit in place and 2] Clerk’s initial response.

9.3       Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

 

FINANCE & GENERAL PURPOSES ISSUES

 

10        FINANCE, REGULATORY & GENERAL MATTERS

10.1     To approve the Schedule of Accounts Payable for June 2023 (Schedule 3).

10.2     Community Asset Transfer – to agree to approach NYC regarding various locations within the parish (including Scalby Toilets).

  3. 23/00434/HS Single and two storey extension to side and rear including annex. Alterations to garage. 53 Coldyhill Lane, Newby.
  4. 23/00533/HS Two storey extension to side and rear, 60 Moor Lane, Newby.
  5. 23/00537/LB Replace 1 casement window, TV aerial, RWP from 200 to 250mm, solar panels to rear, conservation velux to front elevation, internal timber shutter, built-in wardrobe and garden fence at 96 Throxenby Lane, Newby.
  6. 23/005385/HS Replace 1 window, install 1 rooflight to front, solar panels to rear and erect shed and fence at 96 Throxenby Lane, Newby.
  7. ZF23/00654/HS Single storey side extension, 6 Foxglove Way, Scalby.
  8. ZF23/00867/TD Install 15metre phase 8 monopole and associated ancillary works, junction of Scalby Road and Green Lane, Newby.
  9. NYM/2023/0126 Demolish pole barn and lent-to agricultural building, convert agricultural outbuildings into three holiday letting units with associated parking and landscaping works, Prospect House Farm, Hay Lane, Scalby.

12        PLANNING DECISIONS/WITHDRAWALS:- to receive & note

  1. 22/00552/OL Erect 2 detached bungalows (all matters reserved) served from private drive, following demolition of existing dwelling, 151 Coldyhill Lane, Newby. Granted with conditions.
  2. 22/01928/OLA Vary condition 3 and remove condition 18 on 19/01248/OL to remove requirement for pedestrian/cycle bridge/route over sea cut/Scalby Beck and provision of shared pedestrian/cycle route on Station Road, Scalby, Land off Mill Way, High Mill, Scalby. Refused.
