Minutes Council meeting 13th July 2016

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th July 2016 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. Mrs E Black, S Foote, Mrs R Holliday, TW Miller, Mrs PC Snow, Mrs E Wiles

ALSO IN ATTENDANCE:  Borough Cllr. V. Inman (left 7.40pm), P. Staveley (In Bloom), Inspector 567 Kynman (left 7.15pm), 6 members of public (left 7.36pm), Mrs J Marley (Clerk).

ABSENT:  Cllrs. DJ Bastiman, G Edmunds, S Gething, R Pickersgill, RI Thompson, BF Watson, County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

112/16            MINUTES

112/16.1         Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 8th June 2016 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER

With councillor’s agreement the order of the agenda was varied so the remaining items were considered in the order 6, 4, 5, 13.3, 9.1, 7 onwards.

113/16            POLICE REPORT Inspector Kynman introduced himself and gave his background. He explained that crime in Scarborough town area was generally higher than in our area and this problem would be targeted. Inevitably events in other areas (eg. Seamer horse fair) pulled officers away from their normal area. The increase in housing and population meant an increased need for officers in order to maintain current levels of policing.

At this point (7.15pm) Insp. Kynman left the meeting.

PROCEDURAL MATTER  At 7.16pm, Standing Orders were suspended to allow the Public Open Forum.

114/16            PUBLIC OPEN FORUM

114/16.1         Members of public only wished to speak to the planning application on land at Lady Edith’s Drive.

PROCEDURAL MATTER – At 7.17pm, Standing Orders were resumed.

115/16            MATTERS RAISED IN PUBLIC OPEN FORUM None.

116/16            AMENDED PLANNING APPLICATION 16/01346/FL

116/16.1         [Brought forward] Agenda item 13.3

With the Chairman’s permission, members of public spoke to this application. Their objections included the site not yet being zoned for housing, minimal changes to the application withdrawn on 18th March 2016, design & materials being out of keeping with environs, concerns re accuracy of bat survey (done in December when bats hibernating) and impact on water table. Councillors took the public’s comments into consideration during their deliberations. Council took the view the application was an attempt to pre-empt the imminent Examination in Public of the draft Local Plan and agreed to object to the application on the grounds it still contained 3 storey properties (some on  highest part of site), the proposed materials did not respect the vernacular of nearby properties and the accuracy of the bat survey was questionable.

At this point (7.36pm) the six members of public left the meeting.

117/16            EMAIL FROM BOROUGH CLLR. INMAN RE. RWCE

117/16.1         [Brought forward] Agenda item 9.1

Received & noted email from V. Inman [circulated with agenda] asking if she could represent this council on the Board of Raincliffe Woods Community Enterprise. Agreed Borough Cllr. Inman thanked for her offer. In April 2015 and again in March 2016 RWCE had been told Council did not wish to have representation on the Board of Directors. Council re-affirmed that decision.

At this point (7.40pm) Borough Cllr. Inman left the meeting.

118/16            EXTERNAL REPORTS

118/16.1         County Council:- No County Councillors present.

118/16.2         Borough Council:-  Clerk read a report from Cllr. L. Backhouse which included details on the waterpark opening at the end of July, a new report on the Futurist to be considered by SBC in September and 16,400 households had signed up to the garden waste service.

118/16.3         FONSA:- No representative present.

118/16.4         In Bloom:- Mr Staveley reported the weigh in for the Schools Potato Competition would take place next week. The Produce Show would take place on 31st July.

119/16            COUNCILLOR’S REPORTS & UPDATES

119/16.1         Scalby Library [Minute 102/16.1 refers]received & noted update by Cllr. Towse which included 1] negotiations continue 2] a building survey had been commissioned and 3] a meeting with the Management Volunteers was scheduled for next week.

119/16.2         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

119/16.3        Received & noted reports from several councillors in respect of highway matters requiring attention. (Clerk to refer to Highways).

120/16            CORRESPONDENCE

120/16.1         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] the Chairman reported he had today received a letter of resignation from Cllr. Watson due to his deteriorating health & mobility. Cllr. Watson had served on the Council for over 30 years and all agreed that as the “father of the house” his knowledge and experience would be greatly missed.

121/16.1         Resolved the Schedule of Accounts Payable for July 2016 (Schedule 4) be approved.

121/16.2         Transfer of gratuity funds to pension provider [Minute 88/16.2 refers] noted account 884445105 at the Skipton Building Society had been closed  and the balance less interest transferred to the People’s Pension.
