MINUTES OF ANNUAL MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 10th May 2017 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. D Bastiman, Mrs E Black, S Foote, Mrs R Holliday, K Martin, TW Miller, R Pickersgill, Mrs PC Snow, RI Thompson
ALSO IN ATTENDANCE: Ms K Newton ( In Bloom) left 7.23pm, 4 members of public, Mrs J Marley (Clerk).
ABSENT: County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
PROCEDURAL MATTER
In his capacity as outgoing Chairman, Councillor Towse chaired the meeting until the new Chairman had accepted office.
64/17 ELECTION OF CHAIRMAN
64/17.1 In accordance with Standing Order 12(A) the Chairman sought any further nominations for Chairman of Council for the year 2017 to 2018. There were none.
64/17.2 The Clerk reported 6 valid nominations for Cllr. Towse had been received prior to the meeting. It was RESOLVED Cllr. Towse be elected as Chairman of the Council for the Year 2017 to 2018.
65/17 CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE
In accordance with Section 83(a) of the 1972 Local Government Act the elected Chairman signed his Declaration of Acceptance of Office which was witnessed by the Clerk as the Proper Officer of the Council.
PROCEDURAL MATTER – Councillor Towse resumed as Chairman of the Council.
66/17 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. Edmunds (work) Sutton (prior commitment) and Mrs Wiles (health).
67/17 ELECTION OF VICE CHAIRMAN
67/17.1 In accordance with Standing Order 12(E) the Chairman sought any further nominations for Vice Chairman of Council for the year 2017 to 2018. There were none.
67/17.2 The Clerk reported valid nominations had been received prior to the meeting:- 2 for Cllr. Martin and 5 for Cllr. Thompson. Cllr. Martin withdrew his nomination and it was RESOLVED Councillor Thompson be elected as Vice-Chairman of the Council for the year 2017 to 2018.

71/17.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 12th April 2017 be approved as a correct record and signed by the Chairman.

75/17 EXTERNAL REPORTS
75/17.1 County Council:- County Cllr. Bastiman reported both he and County Cllr. Backhouse had been re-elected.
75/17.2 Borough Council:- No report to receive.
75/17.3 In Bloom:- Ms K Newton reported she had nothing to add to her report submitted to the Annual Assembly
At this point Ms. Newton left the meeting.
76/17 COUNCILLOR’S REPORTS & UPDATES
76/17.1 Received & noted items 13.1.1 and 13.1.2 being an update [circulated with agenda] from Clerk on highway and footpath matters.
76/17.2 Received & noted item 13.1.3 being an update on Scalby Library by the Chairman. There had been no mention of the Parish Council in the Library Trustees Annual report involvement. Council staff were still being adversely affected. A member of public asked for the background to the current situation, which was given by the Chairman.
76/17.3 Received & noted reports from several councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority. Cllr. Martin mentioned the poor state of parts of the cinder track
77/17 CORRESPONDENCE
77/17.1 Received & noted letter from NYCC dated 7/4/17 [circulated with agenda] regarding vacancies for co-opted members on Coast & Moors Area Committee. Agreed 1] Cllr. Thompson be nominated by this Council; and 2] Clerk & Chairman or Vice Chairman be authorised to collate councillors votes on the ballot paper due to be sent out on 20/7/17 & submit the vote of the majority as this council’s choice.
77/17.2 Consultation on the Dog Control Public Space Protection Order [survey circulated with agenda]. Agreed each councillor to complete survey and return to Clerk by 21st May for her collation and submission. Cllr. Bastiman asked it be placed on record that due to his membership of Scarborough Borough Council he would not be completing the survey as a parish councillor.
77/17.3 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

82/17.4 Twinning Association – On 1 May SANTA and the In Bloom Group joined together to emulate the French tradition of celebrating May Day of giving give sprigs of lily of the valley to bring luck. Sprigs were presented to the Mayor of Scarborough and the Vice-Chair of the Parish Council (representing the Chairman). Next meeting 25/5/17 (Cllr. Thompson).
