MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th October 2017 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. S Foote, K Martin, TW Miller, R Pickersgill, PC Snow, D Sutton, RI Thompson, D Wiles,
ALSO IN ATTENDANCE: 4 allotment prizewinners (left 7.05pm) , K. Newton (In Bloom) (left 7.17pm), 1 member of public, Mrs J Marley (Clerk).
ABSENT: Cllrs. DJ Bastiman, E Black, G Edmunds, R Holliday, County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, V Inman, A Jenkinson, H Lynskey, PC 277Lyth.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
PRESENTATION OF ALLOTMENT PRIZES
Prizes were presented by the Chairman as follows:-
- Best Allotment – Ken Gill (plots 9 and 10), shield and £25.
- Most Improved allotment – Mr & Mrs Fitzgerald (plot 21 North), £25.
- Largest Marrow – weighed in at 81 lbs. and grown by Ray Wright, £25.
The prize winners left the meeting at 7.05pm.

132/17 MINUTES
132/17.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 13th September 2017 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.06pm, Standing Orders were suspended to allow the Public Open Forum.
133/17 PUBLIC OPEN FORUM – No matters the public wished to raise.
PROCEDURAL MATTER At 7.06pm, Standing Orders were reinstated.

135/17 POLICE REPORT Written reports for Newby and Scalby received & noted. Cllr. Thompson asked about the Community Speedwatch scheme for areas such as Hay Lane and Cross Lane.

136/17.1 County Council:- No County Councillor present.
136/17.2 Borough Council:- No Borough Councillor present.
136/17.3 In Bloom:- K. Newton reported no litter picking had been done recently due to bad weather and a shortage of people. The AGM was to be held in November. Cllr. Towse reported the raised bed at Stony Lane corner had won a gold award at the Muck and Magic Award Presentation earlier in the month.
At this point, K. Newton left the meeting.
137/17 COUNCILLOR’S REPORTS & UPDATES
137/17.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. For item 8.1.3 the Chairman gave an update on 1] action taken since the burglary 2] a meeting on 5/10/17 with two trustees regarding various difficulties surrounding the working environment.
137/17.2 Received & noted reports from councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority.
138/17 CORRESPONDENCE
138/17.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
139/17 FINANCIAL MATTERS
139/17.1 Resolved the Schedule of Accounts payable for October 2017 (Schedule 7) in the sum of £4,942-21 be approved.
139/17.2 Petty cash or prepaid debit card – following background information from Chairman and Clerk on low availability of cards and the potential need to change bankers in order to get a card and maintain current access and authority levels, it was agreed to continue with petty cash for the moment (imprest to remain at same amount as before) and cheque number 2504 in the sum of £147-13 was authorised for signature. A review to take place in 3 months regarding the need for petty cash and the level thereof.
139/17.3 Linden Road play area – received & noted the annual RoSPA Inspection Report.
139/17.4 Discretionary Grants – no applications to consider. Cllr. Thompson said he understood the Bowling Club was likely to be submitting an application for consideration at the January meeting.

143/17.2 NYMNP Coastal Area Parish Forum – next meeting 26/10/17 (Cllr. Thompson).
143/17.3 Yorkshire Local Councils’ Association – Cllr. Towse reported on meeting of 5/10/17 where Assistant Chief Constable Cain have given a talk on policing. Next meeting 22/2/18 Scarborough Town Hall (Cllr. Towse).
143/17.4 Twinning Association – Cllr. Thompson reported the Pornicais would next be visiting Scalby between 14th and 19th June and would be staging an art exhibition.
143/17.5 Yorkshire Coast & Moors County Area Committee – Cllr. Thompson reported he had been re-appointed as a parish representative on this committee. At the meeting on 27th September there had been discussion regarding the flooding at the junction of Scalby Road and Woodlands Drive on 23rd August. Next meeting 22/11/17 (Cllr. Thompson).
