Minutes Council meeting 8th November 2017

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 8th November 2017 at 7pm.

 PRESENT: Coucillor R Towse (Chairman), Cllrs. D Bastiman, E Black, S Foote, R Holliday, K Martin, TW Miller, R Pickersgill, PC Snow, RI Thompson

ALSO IN ATTENDANCE: K.Newton (In Bloom) (left 7.20pm), 1 member of public, Mrs J Marley (Clerk).

ABSENT: Cllrs. G Edmunds, D Sutton, D Wiles, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

145/17            APOLOGIES FOR ABSENCE Received & accepted from Cllrs. G Edmunds and D Wiles (work commitments), Cllr. D Sutton (prior commitment).

147/17            MINUTES

147/17.1         Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 11th October 2017 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

148/17            PUBLIC OPEN FORUM – No matters the public wished to raise.

PROCEDURAL MATTER At 7.04pm, Standing Orders were reinstated.

149/17            MATTERS RAISED IN PUBLIC OPEN FORUM – None.

150/17            POLICE REPORT Written reports for Newby and Scalby received & noted.

151/17            EXTERNAL REPORTS

151/17.1         County Council:- Cllr. Mrs Snow asked why, when the Police budget was so stretched, was so much money being spent on policing the protesters against fracking at Kirby Misperton – agreed this was a question to be asked of the Police and Crime Commissioner or Chief Constable, not the County Council.

151/17.2         Borough Council:-  No matters to report.

151/17.3         In Bloom:- K. Newton reported cutting back of the beech hedge on Low Street near the fountain had now been substantially completed.

152/17            COUNCILLOR’S REPORTS & UPDATES

152/17.1         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

152/17.2         Received & noted report from Cllr. Thompson in respect of damaged lamp post/road sign – Clerk to check nature of problem before passing to relevant authority.

153/17            CORRESPONDENCE

153/17.1         North York Moors Local Plan – ‘Current Thinking’ consultation [circulated with agenda] received & agreed no comments to be made.

153/17.2         SBC Draft Affordable Housing Supplementary Planning Document (Sept 2017) [circulated to all members on email] received & agreed Chairman and Clerk to comment on Council’s behalf.

153/17.3         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

154/17            FINANCIAL MATTERS

154/17.1         Resolved the Schedule of Accounts payable for November 2017 (Schedule 8) in the sum of £2,187-35 [tabled at meeting] be approved.

154/17.2         Petty cash – noted the internal auditor had agreed the expenditure of £37-19 on petty cash schedule 6 [circulated with agenda] (receipts for which were stolen in burglary) can be entered into accounts.

154/17.3         Internal auditor’s report for July-September [circulated with agenda] was received & noted.

158/17            REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

158/17.1         CAP Group – Cllr. Towse reported on CAP meeting of 26/10/17 where matters discussed included the Police carrying out speed checks at various locations over the coming months. Next meeting AGM on 18/1/2018 (Cllr. Towse).

158/17.2         NYMNP Coastal Area Parish Forum – Cllr. Thompson reported on meeting at Hinderwell on 26/10/17 at which the Park Rangers gave a presentation on the work they did. Matters discussed included  updates on 1] the potash mines at Boulby and Sneaton and 2] the Cinder Track which had included a suggestion that Sustrans had given misinformation regarding their proposals. Next meeting 24/4/18 (Cllr. Thompson).

158/17.3         Yorkshire Local Councils’ Association – Next meeting 22/2/18 Scarborough Town Hall (Cllr. Towse).

158/17.4         Twinning Association – Cllr. Thompson reported the Pornicais would next be visiting Scalby between 14th and 19th June 2018 and would be staging an art exhibition. Scalby Fair was to be held on 23rd June 2018.

158/17.5         Yorkshire Coast & Moors County Area Committee –  Next meeting 22/11/17 (Cllr. Thompson).
