Minutes Council meeting 11th July 2018

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th July 2018 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. G Edmunds, S Foote, R Holliday, K Martin, TW Miller, RI Thompson.

ALSO IN ATTENDANCE: K Newton (In Bloom) [left 7.37pm], 10 members of public [left 7.30pm], Mrs J Marley (Clerk).

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

100/18             APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman (prior commitment), E Black (family illness), R Pickersgill (poorly), PC Snow (family commitment), D Sutton (prior commitment), D Wiles (Race for Life).

101/18             DECLARATIONS OF INTEREST – Received & accepted from Cllr. Thompson (agenda item 11.1, member of SANTA management committee).

102/18             MINUTES

102/18.1          Having been previously circulated, the minutes of the Council Meeting held on 6th June 2018 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.

103/18             PUBLIC OPEN FORUM The Chairman of Scalby and Newby Twinning Association (SANTA) gave a presentation on the history, events and future of the organisation. Other members of SANTA also made comments. Also handed to councillors were copies of a petition supporting the twinning arrangement which had been signed by over 75 people from both France and England.

PROCEDURAL MATTER – At 7.15pm, Standing Orders were resumed.

104/18             MATTERS RAISED IN PUBLIC OPEN FORUM SANTA’s presentation and comments noted and would be taken into account when Council considered agenda item 11.1.

With Council’s agreement, the Chairman varied the order of the agenda so that item 11.1 was considered next.

105/18             TWINNING

105/18.1          [Brought forward] Agenda item 11.1

The Chairman explained that the rumour the Parish Council was to withdraw its support for twinning was false. The Council was being asked to review its future support of and involvement with twinning in accordance with Minute 27/18.2 of the meeting held on 14th February 2018. The representations & comments made by SANTA members were taken into account. Councillors spoke in support of the charter and the current twinning arrangements and it was agreed Council would continue to support the twinning charter made in 1989, re-affirm it on its 30th anniversary and continue to fund the civic reception in the years Pornic visited Scalby.

At this point 10 members of public left the meeting.

107/18             EXTERNAL REPORTS
107/18.1          County Council:- No report to receive.
107/18.2          Borough Council:-  No report to receive.
107/18.3          In Bloom:- K. Newton reported on the deliberate vandalism during June to the flower bed near the Rugby Club and the bed outside 478 Scalby Road – both incidents had been reported to the Police.

At this point K Newton left the meeting.

108/18             COMMUNITY GOVERNOR TO NEWBY PRIMARY SCHOOL [Minute 91/18.1 refers]

108/18.1          Noted Cllr. Sutton’s name has been put forward to Newby Primary School to serve as a Community Governor until 28/6/19.

109/18             COUNCILLOR’S REPORTS & UPDATES

109/18.1          Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Mention was made of the gridlock traffic problems caused by several utilities all doing work on the main roads throughout Scarborough at the same time – apparently if the utility deemed the work to be an emergency then there was no requirement to liaise with other utilities to ensure traffic congestion was minimised.

109/18.2          Various highway items reported by Cllr. Thompson – Clerk to refer to appropriate authority.

110/18             CORRESPONDENCE

110/18.1          Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

111/18             FINANCIAL MATTERS

111/18.1          Twinning – review of the Parish Council’s future support and involvement [Minute 27/18.2 refers]. This item was taken earlier in the meeting, see Minute 105/18.1.

111/18.2          Resolved the Schedule of Accounts payable for July 2018 (Schedule 4) [tabled at meeting] in the sum of £3,495-11 be approved.

111/18.3          Electronic banking. Responsible Financial Officer’s report [circulated with agenda] was received and the recommendation was accepted. Clerk/RFO to make necessary arrangements to bring about the changes.

115/18.4          Twinning Association – Cllr. Thompson reported on the meeting of 3/7/18 which had been held to discuss the recent visit of the Pornicais. SANTA had agreed it needed to work more closely with other groups. A beetle drive was to be held in October. Next meeting 24/7/18 at the Rugby Club.
