Minutes Council Meeting 12th August 2020

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 12th August 2020 at 7pm

PRESENT:    Councillor R Towse (Chairman), Cllrs. D Bastiman, P Harriott, R Holliday, D Langmead, RI Thompson, D Wiles.

ALSO IN ATTENDANCE: Matthew Joseph (Community Regeneration Manager, SBC), Borough Cllr. Sharma, 1 member of public, Mrs J Marley (Clerk).

ABSENT:       Cllrs. E Black, S Foote, R Pickersgill, D Sutton.

The meeting was called to order at 7pm.

72/20               APOLOGIES FOR ABSENCE Received & accepted from Cllrs. Foote & Pickersgill (health).

73/20               DECLARATIONS OF INTEREST:

73/20.1            Received from Cllr Bastiman (non-pecuniary – agenda items 10-12 as he was a substitute member of SBC’s Planning Committee).

74/20               MINUTES

74/20.1            Having been previously circulated, the minutes of the Council Meeting held on 8th July 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.

PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

75/20               PUBLIC OPEN FORUM No matters raised.

76/20               EXTERNAL REPORTS

76/20.1            County Council:- Cllr. Bastiman reported Parish Councillors were invited to take part in an online seminar on 19th August  run by NYCC – it would be about NYCC’s bid to create a unitary authority based on the current NYCC boundary. Noted Chairman would be taking part. Agreed Clerk to forward details to all councillors.

76/20.2            Borough Council:-  Cllr. Bastiman reported residents of Danes Dyke were to investigate the ownership of a strip of land which was likely to be relevant to the development of the proposed women’s refuge development at Danes Dyke.

76/20.3            In Bloom:- No representative present.

77/20               COUNCILLOR’S REPORTS & UPDATES

77/20.1            Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Thompson reported weeds in the gutters both sides of High Street from newsagents to junction with Scalby Road; Cllr. Bastiman had reported the deteriorating state of the pavement on South Street to Area 3 Highways.

78/20               CORRESPONDENCE

78/20.1            International Dark Sky Reserve application by North York Moors National Park – noted 1] all councillors on email had been forwarded a copy of this application; 2] the responses received were in favour; 3] the Clerk had used her delegated powers to confirm the Parish Council’s support to NYMNP.

78/20.2            Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] Chairman reported letters had been received from leaders of NYCC and SBC in respect of their proposals for unitary authorities.

79/20               FINANCIAL MATTERS

79/20.1            Resolved the Schedule of Accounts Payable for August 2020 (Sch 5, £3,099.66) be approved. Cllrs. Langmead and Thompson to do the online authorisations within 24 hours.

79/20.2            Report on allotment plot rental charge October 2020 onwards [circulated with agenda] was received & noted. Council resolved to increase the rent to £35/year for a full plot (half plots pro rata) with effect from 1st October 2020.

79/20.3            Community Engagement – a report [circulated with agenda] by Matthew Joseph (Community Regeneration Manager SBC) on result of the survey and questionnaire was received & noted. Mr Joseph pointed out that the return rate had been better than many of the surveys SBC ran. 82% of the local community was in support of Council’s proposals to develop a community hub and this dropped to 77% when parishioners were told the cost of the project would be borne through an 18% rise in the precept. He felt this was an overwhelming mandate for Council to proceed with its plans to approach the Public Works Loans Board. Mr Joseph gave suggestions as to the way forward in terms of setting up a hub and the key partners to work with and offered to give assistance when requested as well as answering member’s questions. A vote of thanks was given to Mr Joseph for the assistance he had given with this project.

Cllr. Wiles left the meeting at this point due to a prior commitment

79/20.4            PWLB – application for loan to create premises for office and community hub. A report [circulated with agenda] by the RFO was received & noted. Cllr. Bastiman expressed a view that the matter should be deferred until such times as the outcome of the unitary authority proposals was known. Cllr. Towse disagreed, taking the view that regardless of the unitary authority situation the Parish Council had a clear mandate from parishioners to borrow money in order to create a community hub. Following lengthy discussion Cllrs. Harriott, Holliday, Langmead, Thompson and Towse voted in favour of the recommendations of the RFO’s report, Cllr. Bastiman voted against.  Council therefore agreed as follows:-

  1. It was resolved to seek the approval of the Secretary of State for Housing, Communities and Local Government to apply for a loan of £600,000 up to 25 years for the purpose of purchase of land/buildings. The annual loan repayments would come to around £34,000. It was also intended to increase the 2021/22 precept by 18% which is the equivalent of an additional £2-75 a year for a Band D property for the purpose of the loan repayments. This increase has been subject to a consultation.
  2. It was resolved the Clerk/RFO and Chairman be instructed to proceed with the MHCLG application.
  3. It was resolved to approve the identified premises as being suitable for Council’s future plans.
  4. It was resolved the Clerk/RFO and Chairman be instructed to proceed with the purchase of the identified premises subject to the receipt of borrowing approval from MHCLG.

Cllr. Bastiman and Matthew Joseph left the meeting at this point.

There followed a general and wide-ranging discussion regarding the creation of a community hub, the identified premises, the possible effects of the creation of a unitary authority, timescales involved and future assistance which may be needed

Cllr. Holliday left the meeting during this discussion.
