Which Council does what?

Local government and the responsibilities of the councils can be confusing, so here’s a rough guide to what the different councils do.

North Yorkshire Unitary Council – 1st Tier of Local Government

North Yorkshire Unitary Council is responsible for services across the whole of the county, such as:

  • Education
  • Transport
  • Fire and public safety
  • Health & Social care
  • Libraries
  • Street lighting
  • Roads, Highways & Pavements
  • Waste management
  • Trading standards
  • Births, Deaths & Marriages
  • Public Rights of Way
  • Winter Services

Now North Yorkshire is under a Unitary Council, it also deals with things which used to be done by Scarborough Council, such as:-

  • Rubbish Collection
  • Recycling
  • Council Tax/Rates Collections – Domestic and Business
  • Housing
  • Planning applications (except for properties in the National Park, in which case the planning authority is the North York Moors National Park)
  • Environment
  • Leisure Services
  • Business, Licensing and Grants
  • Consultations
  • Tourism

 

Newby & Scalby Town Council – Local Level of Government

We have 13 councillors and can help on a number of local issues, such as providing:

  • Allotments – we provide allotments on land behind Hackness Road
  • Grass Cutting – we undertake the cutting of the rural verges in the parish
  • Shelters – we maintain several bus and public shelters
  • Public seating – we maintain over 25 seats
  • Sports facilities – we lease our land to Scalby Sports Association Association
  • Play areas and play equipment – we’re responsible for part of the playground at Linden Road.
  • Give grants to help local organisations
  • Consult on neighbourhood planning
  • Liaise with the Unitary Council relating to parish issues

Also we own or look after several areas of land, such as Church Beck Green, the Victoria Memorial Fountain in Scalby High Street
Sometimes it’s the small things we do because the bigger councils don’t any longer – such as painting street nameplates, washing traffic signs, siding out pavements, creating wildflower verges – which contribute to improving the appearance of the area and creating a sense of civic pride.

Decision making

The full council (a meeting of all council members) is responsible for all decisions. But the council has delegated some powers to the following committee:

Newby & Scalby Town Council has a qualified Parish Clerk (who is also the Responsible Financial Officer).
