MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Community Hub, Council Office, 445b Scalby Road, Scalby,
on Wednesday, 8th September 2021 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. S Barnes, S Foote, P Harriott, R Holliday, D Langmead, D Sutton, R Thompson, D Wiles.

ALSO IN ATTENDANCE: Borough Cllr. Sharma (left 7.51pm), Rev. Tony Hand (left 7.51pm), 1 member of public (left 7.51pm), Mrs J Marley (Clerk), Helen King (Community Support Co-Ordinator).

ABSENT:       Cllrs. D Bastiman, E Black.

40/21               APOLOGIES FOR ABSENCE  The reasons for absence given by the following were approved:- Cllr. Bastiman (prior commitment).

41/21               DECLARATIONS OF INTEREST: None.

42/21               MINUTES

42/21.1            Having been previously circulated, the minutes of the Council Meeting held on 5th May 2021 were approved as a correct record and Cllr. Towse was authorised to sign them.

PROCEDURAL MATTER At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.

43/21               PUBLIC OPEN FORUM Rev. Hand congratulated the Clerk and Councillors on the community hub.

PROCEDURAL MATTER At 7.03pm, Standing Orders were resumed.

44/21               MATTERS RAISED IN PUBLIC OPEN FORUM Rev. Hand’s congratulations on the work involved in creating the hub were noted.

45/21               EXTERNAL REPORTS

45/21.1            Police:- The June and July reports for Scalby (June emailed to councillors 8/7/21, July circulated with agenda) were received & noted. Reports for Newby had not been received.

45/21.2            County Council:- received County Cllr. Bastiman’s report 1] he was now a member of NYCC’s Executive; 2] elections for the new Unitary authority would take place in 2022 and would be for a 5 year term (1 year as a shadow council and then 4 years as a unitary); 3] NYCC libraries had extended free computer access to one hour a day free of charge.

45/21.3            Borough Council:-  Borough Cllr. Sharma reported a vote had recently been taken on whether or not the Argos redevelopment project still gave value for money – it was unclear what the result of the vote had been. Other matters he raised included 1] the lack of white lining at Coldyhill Lane/Green Lane junction, 2] the poor state of the cinder track in the Coldyhill Lane/Endcliffe Crescent area and 3] a need to side out the pavement near the bus shelter at the bottom of Moor Lane.

46/21               UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS

46/21.1            Clerk reported that due to a typo on her part it had been necessary to re-state a couple of the figures on Section 2 of the 20/21 external audit form. PKF Littlejohn had accepted the re-statement and drew it to Council’s attention on their final report as a matter not affecting their opinion. There were no matters raised by the external auditor which gave them cause for concern and the 2020/21 external audit had now concluded.

46/21.2            Helen King reported grants totalling almost £15,000 had been received to date – these were for forthcoming projects and included staffing and publicity costs. Regular bookings were also beginning to be taken. Council congratulated Helen on the success she had achieved in a very short space of time.

46/21.3            Reports from Councillors of any highway & footpath or general matters requiring attention – 1] a lot of potholes on Hay Brow Crescent; 2] vegetation on Church Beck to the sea cut in need of cutting back.

47/21               CORRESPONDENCE

47/21.1            Devolution – noted the full county model as submitted by North Yorkshire County Council had been approved by central government.

47/21.2            2021 Parish Assembly Minutes [circulated with agenda]confirmed as accurate.

47/21.3            Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

48/21               FINANCE, REGULATORY & GENERAL MATTERS

48/21.1            Resolved the Schedule of Accounts Payable for September 2021 (Sch 6, £5,607.98) be approved. Cllrs. Langmead and Towse to do the online authorisations within 24 hours.

48/21.2            Accounts paid under amended scheme of delegation [Minute 13/21.3 refers]noted the following had been paid following online authorisation by Cllrs. Towse and Thompson:- Schedule 3 on 7/6/21 (£13,938.21), Schedule 4 on 14/7/21 (£10,393.30), Schedule 5 on 11/8/21 (£11,809.38), Schedule 5A on 25/8/21 (£7,768.87).

48/21.3            Community Hub – noted 1] an additional reserve bank account had been opened at Unity Trust, specifically to hold grant funding awarded to the Hub; 2] to date the Community Support Co-Ordinator and T. Boden had successfully obtained Hub grants totalling over £14,900.

48/21.4            Staffing – noted 1] the Community Support Co-Ordinator’s post expired on 30th September; 2] the CSC postholder has proved very effective and now the Hub was coming onstream agreed there was a need to re-assess their hours and grade as a matter of urgency (discussion deferred to agenda item 15, confidential items).

48/21.5            JJ Burchell Bequest – noted 1] the 8% Treasury Stock Gilts had matured; 2] the redemption proceeds of £1,884-88 had been re-invested in 4¼% 2046 Treasury Gilts.

48/21.6            Scalby Toilets – agreed to extend the existing 5 year agreement (£650/year till 31/3/2025)  for an extra year to cover the time the toilets were closed due to Covid. IT was further agreed to make a pro-rata payment for 2021/22 of £487-50 (to cover the period from 1/7/21-31/3/22).

48/21.7            Welcome Back grant funding from SBC – noted a grant of £2,500 had been offered to create and promote a safe environment for local businesses and tourism such as the provision of hand sanitisation stations, additional conveniences and/or cleansing. Following discussion with the Chairman, in accordance with Standing Order 51 (Delegated Powers) the Clerk notified SBC that the full amount of this grant was to be passed to Scalby Toilet Trust in order to cover part of their anticipated costs in 2021/22.

52/21               REPORTS FROM OUTSIDE BODIES

52/21.1            Twinning:- Cllr. Thompson reported the June and July meetings had been held on zoom but the next meeting on 18th October was likely to be face to face.

53/21               EXCLUSION OF PRESS AND PUBLIC

Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to staffing matters.

At this point (7.51pm) Borough Cllr. Sharma, Rev. Tony Hand and the member of public left the room. 

54/21               STAFFING [Minute 48/21.4 refers]

54/21.1            Chairman explained the work the Community Support Co-ordinator was now doing far exceeded her job description and hours. She had been very successful in obtaining grants (which included an element of wages) and bookings for the hub were already coming in. Cllr. Towse proposed the post of Head of Hub and Community Support Services be created and Mrs King be moved to that post. Councillors suggested this new post be on a 1 year contract, to be reviewed after 6 months. The post to be 20 hours a week on SCP24. Start date to be decided. The final decision on the post was deferred to the October Council meeting.
