MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th March 2020 at 7pm.

J Dunbavin (ID Planning, left 7.22pm), Mrs J Marley (Clerk).
ABSENT: Cllrs. E Black, TW Miller, PC Snow, D Wiles, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
33/19 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. E Black, TW Miller (prior commitment), PC Snow (unwell), D Wiles (work commitment).
34/19 DECLARATIONS OF INTEREST – Received & accepted from Cllr. Bastiman (non-pecuniary interest in agenda items 8 and 12.5 as the Leader of Scarborough Borough Council).
35/19 MINUTES
35/19.1 The minutes of the Council Meeting held on 13th February 2019 [circulated with agenda] were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER No suspension of Standing Orders as no public present.
36/19 PUBLIC OPEN FORUM No public present.
37/19 MATTERS RAISED IN PUBLIC OPEN FORUM None.
38/19 POLICE REPORT
Written reports for Newby and Scalby [tabled at meeting] were received & noted.
39/19 EXTERNAL REPORTS
39/19.1 County Council:- Cllr. Bastiman reported 1] it was not possible to change the location of the proposed pedestrian refuge near the sea cut bridge on Scalby Road. It would therefore not be happening. He recommended the Parish Council contact NYCC to ask for a refund of its donation.
39/19.2 Borough Council:- No report to receive due to being in the period of purdah prior to elections on 2nd May.
39/19.3 In Bloom:- Cllr. Towse reported that at the meeting on 7th March people had been keen to see the group continue.
PROCEDURAL MATTER A proposal to exclude members of the public for the next item on the grounds of commercial sensitivity was not required as there were no members of public present.
40/19 Mr Dunbavin explained he represented ID Planning whose clients intended to submit an outline planning application regarding the remainder of the High Mill Development. The original outline application was approaching 10 years old and had included a community building. Taking into account the number of community buildings within a mile his clients wished to know if the Parish Council considered such a building was necessary. Agreed there was good provision of community buildings in the area and it was not felt there was a need for any more.
At this point (7.22pm) Mr Dunbavin left the meeting.
41/19 UPDATES & COUNCILLOR’S REPORTS
41/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
41/19.2 Councillors reported 1] potholes on Scalby Beck Road (to pass to Highways); 2] the daffodils planted earlier in the year at The Croft were now through (noted); 3] possible unauthorised occupation of caravan on land at High Barmer (to pass to SBC Planning).
42/19 CORRESPONDENCE
42/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.
43/19 FINANCIAL MATTERS
43/19.1 Resolved the Schedule of Accounts payable for March 2019 (Schedule 12, £3,863-69) be approved. Cllrs. Edmunds & Holliday to do the online authorisations on the Unity Trust accounts within 24 hours. Cheque signed by Cllrs. Bastiman & Thompson.
At this point (7.30pm) Cllr. Martin left to attend another meeting.
