All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.
Please note access arrangements to the meeting.
Town Councillors please use the front door of the building to access the meeting room.
Everyone else please enter the building via the courtyard entrance at the side.

3.1 To approve and authorise the Chairman to sign as a correct record the minutes of the Annual Meeting of Council held on 13th May 2026 (enclosed).
3.2 To approve and authorise the Chairman to sign as a correct record the minutes of the Extraordinary Meeting of Council held on 22nd May 2026 (enclosed).
3.3 To approve and authorise the Chairman to sign as a correct record the minutes of the Extraordinary Meeting of Council held on 29th July 2026 (enclosed).

7.1 (RHT) Scalby School Playing Field [Minute 24/25.3 refers] – to receive verbal update from Clerk and agree action as appropriate.
7.2 (RHT) Traffic speed Barmoor Lane (Minute 99/25.1 refers) – to receive a petition (paper copy to be handed in at meeting) requesting installation of speed bumps and agree action as appropriate.
7.3 (RHT) Parking, The Green [Minute 22/26.3 refers] and voluntary one way system – to receive verbal update from Clerk and agree action as appropriate.
7.4 To receive a letter from North Yorkshire Council [Minute 28/26.1 refers] giving an update on the listing as an Asset of Community Value of Newby and Scalby Community Hall
7.5 To receive reports from Councillors of any highway & footpath matters requiring attention (form enclosed).
8 CORRESPONDENCE
8.1 Environment Agency – to receive enclosed notification of consultation (ending 23/9/26) regarding the agency’s draft decision in which they are minded to grant an environmental permit to Europa Oil & Gas Limited for a regulated facility at Cloughton 2 Wellsite, Coastal Road, Burniston, YO13 0DB and agree action as appropriate.
8.2 Correspondence received after 2/9/26 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.
9 FINANCE, REGULATORY & GENERAL MATTERS

9.1 Burchell Bequest – draft Scheme of Governance [Recommendation 5 of Minute F&GP18/26.1 refers] – to receive recommendations of Finance & General Purposes Committee of 24/8/26 (enclosed) and agree action.
9.2 To receive enclosed Review & Staffing Report in respect of Council policies and formally adopt all recommendations.
9.3 To note 1] the National Joint Council for Local Government Services has agreed a pay award for the 2026/27 financial year which averages an increase of 55p/hour and 2] to resolve to pay this award (backdated to 1/4/26) to staff employed by council on or after 1/4/26 along with any resulting additional pension contributions.
9.4 To note 1] HMRC has increased the tax-free Approved Mileage Allowance Payment (AMAP) rate for cars and vans from 45p to 55p per mile for the first 10,000 business miles, backdated to 6 April 2026 and 2] to resolve to pay this amended rate with effect from 6th April 2026.
9.5 To authorise the Schedule of Accounts Payable for September 2026 (Sch 6, £1,074-63)

To consider a motion – That, under the provisions of the Public Bodies (Admission to Meetings) Act 1960 §1(2), the press and public be excluded from the meeting on the grounds the next items relate to legal, personnel or contract matters.
