will be held at
445b Scalby Road, SCALBY

WEDNESDAY, 20th NOVEMBER 2024, AT 9 A.M.
All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.
MEMBERS OF PUBLIC CAN ATTEND
Please note access arrangements to the meeting have changed.
Town Councillors should use the front door of the building to access the meeting room.
Everyone else will be directed to enter the building via the courtyard entrance at the side.
[Please note it is anticipated that no more than 27 members of public can be accommodated in accordance with our Fire Risk Assessment]
AGENDA
1 NON-ATTENDANCE OF COUNCILLORS
1.1 To receive and note apologies from councillors who are unable to attend the meeting.
1.2 To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

3 MINUTES
3.1 To approve and authorise the Chairman to sign the minutes of the Extraordinary Meeting of Council held on 16th October 2024 (enclosed).
3.2 To approve and authorise the Chairman to sign the minutes of the Review and Staffing Committee meetings held on 16th October 2024 and 1st November 2024 (enclosed).

5.1 To agree action as appropriate on matters raised in Public Open Forum.
6 EXTERNAL REPORTS
6.1 Police – To receive & note report for October incidents covered by Rural Policing Team (emailed to councillors 31/10/24).
7 UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS
7.1 Newby & Scalby Flower Friends Group M[Minute 127/24.6 refers]– to note the group now has a bank account and to authorise payment to that account of 1] the balance of the locality grant held (£141-19) and 2] the £500 financial aid granted 8th May 2024 [Minute 89/24.3 refers].
7.2 Gallows Close [Minute 140/24.2 refers] – to receive update and agree action as appropriate.
7.3 Vacancy in Newby Ward [Minute 141/24.1 refers] – to note the election was uncontested and Reg Towse was duly elected.
7.4 Allotments [Minute 141/24.3 refers] – to note landlord was agreeable to people other than inhabitants of Scalby having a tenancy on the allotments; priority to parishioners to be given over applicants from outside the parish.
7.5 To receive reports from Councillors of any highway & footpath matters requiring attention.
8 CORRESPONDENCE
8.1 To 1] receive & note email from parishioner [enclosed] about resurgent problem of inconsiderate parking around Newby & Scalby Primary School; 2] to confirm Clerk’s response [enclosed]; 3] to agree action as appropriate.
8.2 Consultation on remote meetings (emailed to councillors 31/10/24) – to receive & agree action as appropriate.
8.3 To receive & note – email from NYUC [enclosed] confirming the Model Agreement will be extended for a further year to cover 2025/26 and giving notice that the existing Model Agreement will then terminate and there will be no further payments under these arrangements.
8.4 To receive & note 1] a letter from a parishioner alleging an inaccuracy in respect of minute137/24 of the meeting of 16/10/24 and 2] Clerk’s reply explaining there was no inaccuracy as the item in question referred to a different member of public.
8.5 To note White Rose Home Improvements are requesting permission to install minor safety adaptations at 445 Scalby Road and to grant consent for same [Note there is no cost to Council for this work].
8.6 Correspondence received after 14/11/24 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.
FINANCE & GENERAL PURPOSES ISSUES
9 FINANCE, REGULATORY & GENERAL MATTERS
(Tabled at the meeting unless otherwise indicated)
9.1 To ratify the Schedule of Accounts Payable for November 2024 (Schedule 8) which were authorised for payment by Cllrs. Smith and Thompson on 13/11/24.
9.2 To approve the Supplementary Schedule of Accounts Payable for November 2023 (Schedule 8a).
9.3 Model Agreement 2025/26 – to agree to accept the offered £5,806-61 plus admin.
9.4 To note 1] the National Joint Council for Local Government Services has agreed a pay award for the 2024/25 financial year which averages an increase of 62p/hour and 2] to resolve to pay this award (backdated to 1/4/24) to staff employed by Council on 1/4/24 along with any resulting additional pension contributions
9.5 2025/26 Budget – to receive draft [enclosed] & agree action as appropriate.
9.6 Allotment deposits – 1] to agree to open a community savings account at the Skipton Building Society specifically to hold deposits paid for allotments 2] to agree signatories for account [NOTE, Clerk/RFO must be first signatory in order to get statements/correspondence, but there should also be a second signatory].
9.7 To note the annual ROSPA safety inspection report has recommended various minor maintenance work be carried out (eg, routine replacement of shackles) and authorise Clerk to proceed as appropriate.
