3.1       To approve and authorise the Chairman to sign the minutes of the Council Meeting held on 13th September 2023 (enclosed).

6          VACANCIES (Newby Ward)

6.1       To receive any applications for co-option to the Ordinary Vacancy created at the election by reason of insufficient nominations & agree action as appropriate.

6.2       To receive any applications for co-option to the Casual Vacancy created by the resignation of D. Langmead & agree action as appropriate.

8.1       Whole Council Training [Minute 136/23.8 refers] – to note response from YLCA & agree action.

8.2       Scalby Toilets [Minute 136/23.3 refers]– to receive update from Chairman

8.3       To receive report from H. King re. Community & Wellbeing Hub.

8.4       To receive update from Chairman and/or Clerk on any matters dealt with under delegated powers.

8.5       To receive reports from Councillors of any highway & footpath or other matters requiring attention.

9          CORRESPONDENCE

9.1       Correspondence received after 3/10/23 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

FINANCE & GENERAL PURPOSES ISSUES

10        FINANCE, REGULATORY & GENERAL MATTERS

10.1     To approve the Schedule of Accounts Payable for October 2023 (Schedule 7).

10.2     To receive and note Internal Auditor’s report [enclosed] for April-June accounts.

10.3     External Audit 2022/23 accounts – to note 1] an unqualified opinion has been received, 2] all necessary notices have been displayed and to agree the Conclusion of Audit Notice be displayed until 31st October.

10.4     Linden Road play area – to receive & note the annual RoSPA Inspection report [emailed to councillors 26/9/23].

10.5     Review of the future of the twinning arrangement [Minute 136/23.6 refers] and agree action as appropriate.

  1. 23/00434/HS Erect single and two storey extension to side and rear including annexe plus alteration to garage, 53 Coldyhill Lane, Newby. Refused.
  2. 23/00533/HS Two storey extension to side and single storey extensions to rear, 60 Moor Lane, Newby. Refused.
  3. 23/00595/HS Erect two storey side extension, 25 Rockingham Drive, Newby. Granted with conditions.
  4. ZF23/00626/HS Erect two storey and single storey rear extension following demolition of rear extension and conservatory, 16 Hackness Drive, Newby. Granted with conditions.
  5. ZF23/00654/HS Single storey side extension, 6 Foxglove Way, Scalby. Granted with conditions.
