AGENDA FOR ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
to be held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 13th November 2013 at 7pm.

 

1          APOLOGIES FOR ABSENCE  To receive & approve apologies for absence.

2          DECLARATIONS OF INTEREST  To receive any declarations of interest in items on this agenda (form enclosed)

3          MINUTES  To approve and sign as a correct record, the minutes of the Council Meeting held on 9th October 2013. (enclosed

PROCEDURAL MATTER  To suspend Standing Orders so as to allow the Public Open Forum.

4          PUBLIC OPEN FORUM  Matters which members of the public wish to raise.

PROCEDURAL MATTER  To resume Standing Orders.

5          MATTERS RAISED IN PUBLIC OPEN FORUM  To agree action as appropriate on matters raised in Public Open Forum.

6          POLICE  To receive Police report [to be tabled at meeting] and give details of any new issues requiring attention.

7.1       County Council – County Cllrs. Backhouse and/or Bastiman.

7.2       Borough Council – any ward councillor for Newby or Scalby

8          COUNCILLOR’S REPORTS & UPDATES

8.1    To receive update [enclosed] from Clerk on highway & footpath or general matters since last meeting.

8.2       To receive reports from Councillors of any highway & footpath or general matters requiring attention [form at end of agenda pack].

9          CORRESPONDENCE

9.1       NYCC consulting on ways to make savings at Household Waste Recycling Centres [questionnaire enclosed]. Please can councillors bring completed questionnaires to meeting so responses can be collated by Clerk and submitted as Council’s response.

9.2       To note the Scalby Conservation Area Character Appraisal and Management Proposals is currently being reviewed and agree any significant changes required or other matter in need of amending. 9.3       Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

FINANCE & GENERAL PURPOSES ISSUES

10        FINANCIAL MATTERS (To be tabled at the meeting unless otherwise indicated)

10.1    To receive and note the Internal auditor’s unqualified quarterly report [enclosed].

10.2    To approve the Schedule of Accounts to be paid for November 2013, Schedule 8.

10.3    Model Agreement 2014/15 – to agree to accept SBC’s offer of £4,812-37

10.4    Community Asset Transfer of seats within parish – to note that despite numerous requests this continues to remain at a standstill pending receipt of a legal agreement from Scarborough Borough Council and to agree if Clerk is to submit a Formal Complaint to SBC.

10.5    Community Asset Transfer of Millennium Field – to note that due to the large number of items on the agenda for the CAT Panel scheduled for the 12th November 2013, SBC intend to re-convene the panel in the next couple of weeks to consider the new applications received, including the Millennium Field.

11        GENERAL PURPOSE & REGULATORY MATTERS

11.1    [Deferred from October meeting] To consider permanently varying the first sentence of Standing Order 64 to read ”Photographing, recording, broadcasting or transmitting the proceedings of a meeting by any means by anyone other than the Parish Council is not permitted without the Council’s prior consent.”

11.2    To consider if Council should have a policy for the use of electronic devices at meetings & agree action as appropriate.

11.3    To agree to update/amend Council’s Model Publication Scheme [draft enclosed, struckthrough text to be deleted, text in red to be inserted] with immediate effect.

11.4    To note that since the October council meeting, a freedom of information request and a complaint have been received. Both have been dealt with. Each required discussions with the chairman and taking advice from the appropriate organisations as well as checking legislation and taking the necessary steps to deal with the requests, thereby using at least 9hours of Clerk’s time.
