All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.

3.1       To approve and authorise the Chairman to sign the minutes of the Ordinary Meeting of the Review & Staffing Committee held on 8th January 2024 (enclosed).

3.2       To approve and authorise the Chairman to sign the minutes of the Ordinary Meeting of Council held on 10th January 2024 (enclosed).

3.3       To approve and authorise the Chairman to sign the minutes of the Extraordinary Meeting of Council held on 26th January 2024 (enclosed).

3.4       To approve and authorise the Chairman to sign the minutes of the Extraordinary Meeting of Council held on 2nd February 2024 (enclosed).

 

4          REVIEW & STAFFING COMMITTEE VACANCY

4.1       To appoint a councillor to the vacancy on the Review & Staffing Committee.

 

5          CASUAL VACANCIES

5.1       To note there are no applications to hand for co-option to the three Casual Vacancies in Newby Ward.

 

6          EXTERNAL REPORTS

The following to give reports or take questions:

6.1       Police – Report for January incidents covered by Rural Policing Team (enclosed).

6.2       NY Unitary Council – NY Cllrs. D Bastiman and S. Sharma.

 

7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

7.1       Sirius Small Capital and Training grant [Minute 22/24.1 refers] to note the sum of £1,559-06 was repaid to The Woodsmith Foundation on 31st January 2024.

7.2       Woodsmith Foundation Supporting People 65+ grant [Minute 28/24.1 refers] to note the sum of £16,557-28 was repaid to The Woodsmith Foundation on 5th February 2024.

7.3       Scalby Toilets [Minute 21/24 refers]– to receive update from Clerk.

7.4       To receive reports from Councillors of any highway & footpath or other matters requiring attention.

 

8          CORRESPONDENCE

8.1       To note one Freedom of Information request had been dealt with during January.

8.2       To note one Data Subject Access Request had been received during January.

8.3       To note one Data subject Access Request had been received in early February.

8.4       To receive request for dispensation [enclosed] from Cllr. Marley and agree action as appropriate.

8.5       Whole Council Training by YLCA [details enclosed] – to agree possible dates.

8.5       Correspondence received after 8/02/24 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

 

FINANCE & GENERAL PURPOSES ISSUES

9          FINANCE, REGULATORY & GENERAL MATTERS

9.1       To approve the Schedule of Accounts Payable for February 2024 (Schedule 11).

9.2       Changes to bank mandate – to agree if any changes are needed in light of Council having recently co-opted to several vacancies

9.3       To receive & note the Internal Auditor’s report [enclosed]  for October to December 2023

9.4       To receive Clerk’s report [enclosed] on the implications for Council of the recently received Data Subject Access and Freedom of Information requests and agree action as appropriate

9.5       Biodiversity Policy – to receive Clerk’s report [enclosed] and agree action as appropriate.

  4. ZF24/00098/HS Erect single storey side and rear extension, 34 Cross Lane, Newby.
  5. ZF24/00099/FLA Vary condition 1 of 21/01397/FL to allow alteration to ratio of render to brick, Former site of 79 Cross Lane, Newby.

 

11        PLANNING DECISIONS/WITHDRAWALS:- to receive & note

  1. 22/00010/FL Retrospective change of use from scrapyard (sui generis) to open-air storage yard (B8 storage and distribution), retrospective erection of office/storage building and ablution building with septic tank, proposed erection of 1.8m brick wall and timber gates, Coastal Breakers, Coastal Road, Burniston. Withdrawn.
  2. ZF23/01519/HS Erect single storey rear extension, 15 Station Road, Scalby. Granted with conditions.
  3. ZF23/01663/HS Erect rear extension and front porch, 2 Fieldstead Crescent, Newby. Granted with conditions.
  4. ZF23/01822/HS Erect double storey side and single storey rear extension, 48 Lady Edith’s Avenue, Newby. Granted with conditions.
  5. ZF23/01954/FL Demolish existing building, erect 2no. bungalows and 1no. house, 143-245 Burniston Road, Newby. Refused.
