MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 14th March 2018 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. G Edmunds, S Foote, R Holliday, K Martin, R Pickersgill, PC Snow, RI Thompson, D Sutton, D Wiles
ALSO IN ATTENDANCE: PC277 Lyth (left 7.20pm), 3 members of public, Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, E Black, TW Miller, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
34/18 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman, E Black, and TW Miller (prior commitments).
35/18 DECLARATIONS OF INTEREST – None.
36/18 MINUTES
36/18.1 Having been previously circulated, it was agreed Minute 20/18.1 of the Council meeting of 14th February 2018 be amended by deleting the word “2016”. It was RESOLVED the amended minutes of the Council Meeting held on 14th February 2018 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.
37/18 PUBLIC OPEN FORUM
37/18.1 Questions asked regarding what impact the cessation of the EYMS number 15 bus service on 14th April would have on Scalby.
PROCEDURAL MATTER – At 7.04pm, Standing Orders were resumed.
38/18 MATTERS RAISED IN PUBLIC OPEN FORUM – The Clerk explained that as she understood it, from 16th April the East Yorkshire Motor Services number 15 service would be replaced by service number 9 (which would not run to Burniston or Cloughton). The route through Scalby remained largely unchanged and Tibby Butts, Scalby Beck Road, South Street, North Street and Barmoor Lane would continue to have a local bus service provided by EYMS.
39/18 POLICE REPORT Written reports for Newby and Scalby received & noted. PC Lyth gave some background detail regarding the changes in the crime figures, how problems with the 101 service were being addressed and the work beinG done to reduce anti-social behaviour.
At this point PC Lyth left the meeting
40/18 EXTERNAL REPORTS
40/18.1 County Council:- No report to receive.
40/18.2 Borough Council:- No report to receive.
40/18.3 In Bloom:- Cllr. Sutton reported work on the beds was on hold due to the weather and the planning and organising of the plant sale on 19th May was well advanced – it was to be held 8.30 to 11am so it did not clash with the Royal Wedding and Cup Final which were both due to be held later the same day.
41/18 COUNCILLOR’S REPORTS & UPDATES
41/18.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
41/18.2 Various highway problems submitted – Clerk to pursue as appropriate.
42/18 CORRESPONDENCE
42/18.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] At the Chairman’s request, the Clerk explained that as a result of discussions with a local benefactor, Scalby Cricket & Football Clubs were hoping to build a small extension onto the existing pavilion as well as re-roof the whole building this year. This was instead of building the large pavilion which had obtained planning consent in May 2013. The extension would include an improved ‘away team’ changing room and a store for ground maintenance equipment. A new planning application would need to be submitted. Funds already received from the Parish Council [see Minutes11/18.1 and 12/18.1] were held pending the outcome of financial negotiations and planning consent. Noted.
43/18 FINANCIAL MATTERS
43/18.1 Resolved the Schedule of Accounts payable for March 2018 (Schedule 12) [tabled at meeting] in the sum of £2,388-53 be approved.
43/18.2 Appointment of Internal Auditor for 2018/19 – agreed Mr R. Carey be re-appointed.

47/18.2 NYMNP Coastal Area Parish Forum – no report, next meeting 24/4/18 (Cllr. Thompson).
47/18.3 Yorkshire Local Councils’ Association – last meeting 22/2/18. Cllr. Towse reported on a useful and wide-ranging Q&A session with Richard Marr (head of Area 3 Highways).
47/18.4 Twinning Association – last meeting 21/2/18. Cllr. Thompson reported he now had the itinerary for this year’s visit by the Pornicais. The committee had agreed to take the Pornic gifts in the Parish Council’s storage & he understood the items had been handed to the twinning secretary by the Clerk. Next meeting was 21/3/18.
47/18.5 Yorkshire Coast & Moors County Area Committee – no report, next meeting 21/3/18 (Cllr. Thompson).
